Background/Discussion
The fee schedule is reviewed on a yearly basis by staff and Council in order to make sure the city is
covering its cost of providing services to customers. The proposed changes fox the 2008 fee schedule
were reviewed by the City Council on November 19. The Council is asked to open the public hearing
and to approve the fee schedule fox 2008.
Financial Impact
Fees are adjusted in order to cover the cost of providing service to customers. Summary publication is
requested in order to reduce publishing costs.

CITY OF ELK RIVER
AN ORDINANCE OF THE CITY OF ELK RIVER ADOPTING
THE 2008 FEE SCHEDULE
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. Pursuant to Minnesota Law, and the Elk River City Code, a fee
schedule for city services is hereby adopted.
2008 Master Fee Schedule
A. The City Code of the Ciry of Elk River establishes that certain fees be set from time
to time by the EIk River Ciry Council.
B. Ciry staff has reviewed the current Master Fee Schedule for the City of Elk River and
is hereby recommending that the 2008 Master Fee Schedule, attached as Exhibit A,
B, C, and D be adopted.
C. Upon consideration and review by the Elk River Ciry Council, the 2008 Master Fee
Schedule, attached as Exhibit A, B, C, and D is hereby adopted.
Section 2. This ordinance shall be published on December 26, 2007 and shall
become effective January 1, 2008.
Passed and adopted by the City Council of the City of Elk River this 17th day of
December, 2007.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPROVING NOTICE FOR
SUMMARY PUBLICATION OF ORDINANCE #07-_
AN ORDINANCE ADOPTING THE 2008 MASTER FEE SCHEDULE
WHEREAS, on December 17, 2007 the Elk River City Council adopted Ordinance 07-_
adopting the 2008 Master Fee Schedule; and
WHEREAS, this 2008 Master Fee Schedule, referred to as Exhibit A, B, C, and D, has
some fee increases in parking fines, sanitary user fees, sewer availability
charges, sexually oriented businesses, surface water management impact, and
zoning fees; and
WHEREAS, a copy of the full text of the ordinance and the 2008 Master Fee Schedule,
referred to as Exhibit A, B, C, and D, is available for inspection by any
person at the office of the Elk River City Clerk, 13065 Orono Parkway,
during regular business hours - 8:00 a.m. to 4:30 p.m., Monday through
Friday; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council, by at least four-fifths
vote, authorizes the publication of the title and summary of Ordinance 07-_
and that Ordinance 07-_ shall become effective January 1, 2008.

MECHANICAL PERMIT FEES
Fees Required
The Chief Building Inspector, before issuing any permit for the installation, alteration, or
repair of any heating, ventilation, and air conditioning appliance items, gas piping, or
appendages, shall require the payment by the applicant for such permit of fees in the amount
herein.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building Inspector be less
than fifteen dollars .($15.00) plus state surcharge.
Permit Fee for Heating, Ventilation and Air Conditioning Appliance Items,
Connections or Appendages
For any permit fox the installation, alteration or repair of the above-referenced items, the fee
shall be one and one-half percent (1.5%) of the valuation of the work or as calculated under
the Uniform Mechanical Code, whichever is greater.
