Action Requested
Adoption of the attached resolution accepting the bid of Gridor Construction, Inc. and authorizing the
execution of the contract for the Wastewater Treatment Plant Phase II Improvement.
Background/Discussion
In August, the City Council authorized plans for the Phase II Improvements at the W~UTP. The major
components of the project include a new building with a mercury reduction filter, a new garage stall to
house the existing jet truck, replacement of the ultraviolet treatment equipment and standby generation to
run the entire plant, along with other minor miscellaneous improvements. The original estimate including
a 15 percent contingency was $4.3 million. The low bid received by Gridor Construction, Inc. was
$3,594,700. There were a total of nine bids received. The following table lists the bidders and the total
bid amount.

Gridor Construction, Inc. has previously successfully completed two major projects at our Wastewater
Treatment Plant. Therefore, we are prepared to recommend award to them as the lowest responsible
bidder.
Financial Impact
The total project cost including engineering (approximately $680,000) and project contingency ($180,000)
is $4,454,700 (excluding yet to be determined building permit cost). The total project cost will be funded
by existing sewer reserves which have been accumulated over the years from Sewer Availability Charges
(SAC) payments.

RESOLUTION 07-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
WASTEWATER TREATMENT PLANT PHASE II IMPROVEMENT OF 2007
WHEREAS pursuant to a City Council Resolution 07-70, passed at the August 6, 2007 meeting,
competitive bids were solicited and received for the Wastewater Treatment Plant
Phase II Improvements; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the
bidders and .determined that Gridor Construction, Inc. is the lowest responsible
bidder.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of the
City, such contract with Gridor Construction, Inc., as is approved by the City Attorney, for
the completion of the Wastewater Treatment Plant Phase II Improvements according to the
approved plans and specifications designed by City Council Resolution.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
