CRIME PREVENTION UNIT

This memo is to inform the City Council of our intention to enhance
the Crime Prevention Unit in our department. In April of 1995, we
will be informing our citizens in the City Newsletter that we will
be joining forces with thousands of communities nationwide for the
"12th Annual National Night Out", a crime/drug prevention event.
National Night Out, which is sponsored by the National Association
of Town Watch, is a way in which we will attempt to get our
neighborhoods to work together to assist us in fighting crime.
From 7:00-10:00 p.m. on August 1st, 1995, city residents will be
asked to participate in this event by locking their doors, turning
on their outside lights and spending the evening outside with
neighbors and public safety representatives in block party
settings. We will be attempting to raise funds to provide door
prizes for all the neighborhoods that participate in this event.
I would also like to inform you that we are going to provide
additional training to Crime Prevention Officer Michelle Cunz and
Crime Prevention Officer Cheryll Edinger to increase their
knowledge of Crime Prevention Through Environmental Design (OPTED).
This training program is based on the premise that through proper
design and effective use of the built environment, you can reduce
the fear and incidence of crime and improve the quality of life for
our citizens. These crime prevention efforts have been implemented
in communities throughout the United States with very good success.
I have spoken with City Planner Steve Ach about this training
program and he has indicated that it would be very helpful in the
concept review process for future development projects. This
training would be the first phase in a two part training program
offered for OPTED. The second part is more advanced and could also
be very beneficial for Elk River.

On Tuesday, August 1st, neighborhoods throughout Elk River are
being invited to join forces with thousands of communities
nationwide for the "12th Annual National Night Out" (NNO)
crime/drug prevention event.. National Night out, which is

sponsored locall~r by the Elk River Police Department, would like
neighborhoods to come together to heighten crime and drug
prevention awareness; generate support and participation in local
anticrime efforts; strengthen neighborhood spirit and police-
community relations; and to send a message to criminals letting
them know neighborhoods are organized and fighting back.
From 7 to 10 p.m. on August 1st, residents in neighborhoods
throughout Elk River are asked to lock their doors, turn on
outside lights and spend the evening outside with neighbors and
police.
We are looking for interested parties to contact us to set up a
block party or another event for their neighborhoods on this
night. Some suggestions for events could be a block party,
cookout, flashlight walk, youth activities and visits from the
police and fire department. If you would be interested in
hosting an event that night, contact Michelle or Cheryll at the
Elk River Police Department, 441-2324, before April 21, 1995, and
we will assist with organizing an event. We will have prizes and
promotional products for your neighborhood's events.
We feel this is an ideal opportunity for citizens and law
enforcement to form a powerful partnership in the fight for a
safer community.

The basic premise of Crime Prevention Through Environmental Design (CPTEDi is that the proper design and effective use of the
built anvironment can lead to a reduction in the fear and incidence of crime and to an improvement in the quality of life. CPTED
focuses on integrating basic crime prevention objectives into the normal uses and requirements of physipl space. Attendees of
this workshop will team practical approaches to the design of buildings that will reduce crime and the fear of victimization.
Workshop includes a field analysis problem and same evening work.
