SUBJECT: Review City Issues/Topics for 728 Area
Recreation Board Long Range Planning
Worksession
The 728 Area Recreation Board is planning on having a long range planning
worksession in the near future. Please see the attached 1/30/95 memo from
728 Area Recreation Coordinator Jeff Asfahl on this planning worksession.
This memo indicates that the Board is requesting input from member
communities on relevant City issues so that the Board can adequately plan
• for the future. In this regard, the Council may want to indicate to the Board
some of the discussions that we have had recently regarding the development
of fields for youth recreation activities. There needs to be an adequate
number of fields not only in Elk River, but also in surrounding communities
in order for this responsibility to be shared equally among member
communities. Other possible areas of discussion for the Board as it relates to
Elk River, is our desire to have more administration time from the
Coordinator to assist the City in its administration of Park and Recreation
activities; the desire of the City to use more of the Coordinator's expertise in
the development of the City's park and trail system; and the desire to have
the Coordinator attend the monthly City Park and Recreation Commission
meetings and periodic City Council meetings.
The City finances over 50 percent of this 728 Area Recreation Program and
there is sometimes a question about whether or not Elk River is getting 50
percent of the benefit from this program. As the City grows, so do our Park
and Recreation needs and it is logical to assume that we will need more
expertise and assistance from this organization to help guide the City in our
park and recreation development.

The 728 Area Recreation Board is considering conducting a "work session" for thA purpose of some
detailed discussion. of topics in relation to planning for the future. The board would like your input as
to what types of topics, issues, etc. that you would like to have explored so that we can include those
items for consideration as part of our strategic plan.
Could you please share this request with your Council, Town Board, .Park Commission, etc. so than
we can include their interests insetting. a course for the future...
(expect that this work session by the Area Recreation Board will take place sometime this Spr7ng. To
