SUBJECT: Transient Merchant License for Shirley
Madland to Sell Flowers in the City of
Elk River
Introduction
Shirley Madland, 8332 Needham Avenue NE, Elk River, Minnesota, has filed
an application for a transient merchant license to sell flowers in the City of
Elk River. Shirley Madland has received permission from the property owner
to sell flowers on Hunt's Feed and Garden Center property located at 906
Highway 10, Elk River, Minnesota. She is requesting to sell flowers during
the months of April and May for the Easter and Mother's Day holidays.
• Shirley Madland has received a transient merchant license to sell flowers at
this location for the past several years. She has submitted the license
application and paid the license fee. The Chief of Police has signed off on the
background check.
Action Requested
Council motion to approve a transient merchant license for Shirley Madland
to sell flowers within the City of Elk River at 906 Highway 10.
