SUBJECT: Application for Therapeutic Massage
Establishment License and Therapeutic
Massage License by Charlotte Koon
Introduction
Charlotte Koon is requesting a therapeutic massage establishment license
and therapeutic massage license to operate a therapeutic massage business
from the Martin Plaza building located at 934 Highway 10, Elk River,
Minnesota.
Background
• The operation of a therapeutic massage establishment requires a conditional
use permit. The Planning Commission has reviewed the conditional use
permit for this request and has recommended approval to the City Council.
The Council will also be reviewing the conditional use permit for this request
later during this Council meeting.
Recommendation on this request will be contingent upon approval of the
conditional use permit by the City Council.
Charlotte Koon has submitted her certificate of insurance, license fee, and
completed the required application forms. The Police Department has
completed a background check on the application for massage therapist and
for massage establishment. The Police Chief has signed off on the
background check for both of these license requests. Charlotte Koon has
completed the City's requirement of receiving 500 hours of successfully
completed coursework in the areas of the theory and practice of massage and
anatomy.
Staff Recommendation
Staff recommends that the Council approve a massage establishment license
and massage therapist license for Charlotte Koon to operate a therapeutic

massage establishment at 934 Highway 10, Elk River, Minnesota, under the
following conditions:
1. That the conditional use permit is approved by the City Council.
2. That the necessary final inspections are completed and approved by
the Building Official and Electrical Inspector.
