Request by Solid Rock Church
On February 27, 1995, a representative from Solid Rock Church may be present to speak
at Open Mike concerning an ordinance amendment allowing the church to do off-site
gospel tent meetings within the City of Elk River. There are currently no provisions
within the Elk River City Code to allow this type of temporary use. Attached is a letter
from Solid Rock Church explaining their request. The Church is looking at several
different areas to hold their tent revival. Initial concerns that staff have concerning this
• type of request are parking, noise, police and fire protection and traffic.
Recommendation
Staff recommends that if the City Council is comfortable with this type of temporary use,
it could be included with a proposed ordinance amendment related to other temporary
events such as carnivals, fairs, circuses, etc. Staff has been working on this amendment
for the past few years and it should be ready for the Council in the near future. Through
the ordinance amendment a license could be required from the City before any type of
special event such as a circus, fair or other similar events could take place. The process
would involve a review by the City Council, Police Department, Fire Department,
Building Department and Planning Department.

To he City of Elk_River Planning Commission:
Solid Rock Church requests-provision be made for the set-up and
operation of Gospel tent meetings within the city of Elk River.
In the summer of 1994 we requested a permit and found there were no
allowances for such meetings in the city ordinances.. We would like
to be able to reach out to the ;Elk River community this year.
These meetings would be very beneficial to .city revenues, crime
rate, and spiritual .conditions in Elk River.
I have enclosed recommendations from the City of Anoka, .and the K-
Mart Manager. These people were involved with the meetings held in
1994.
