Request Temporary greenhouse in the Fresh Value parking lot. Location 19424 Evans Street NW, Elk River, MN, Lot 1, Block 2, Hillside Crossing. Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business). Attachments Location map, site plan, 2/17/94 Council minutes, letter from applicant. Analysis C.:.~~` Plant Place, Inc. located in Zimmerman, Minnesota, is requesting a temporary greenhouse on the south side of the new Fresh Value Supermarket parking lot. According to the January 28, 1991 City Council minutes, greenhouse requests require an annual review by the City Council (greenhouse requests do not go before the Planning Commission). Attached is a site plan showing the parking lot and location of the proposed greenhouse. The applicant has in the past few years operated the temporary greenhouse from the County Market parking lot. However, this year he is proposing to shift the site to the new Fresh Value Grocer location and abandon the County Market location. The site plan. consists of an 80' x 20' greenhouse as well as a 20' x 60' area to sell nursery stock, for a total of 20' x 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425 • 140'. The size of the greenhouse is identical to the size which was erected in the County Market parking lot. The greenhouse will take up a total of 12 parking stalls. The applicant is proposing to construct the greenhouse in mid April and remove the structure approximately July 4, 1995. Throughout the past few years staff has not received any complaints regarding this structure at the County Market lot. Staff does not anticipate any problems with the new location, due to the fact that the site is located away from the major traffic areas. The greenhouse will also take up very few parking stalls, therefore, staff does not anticipate any parking problems related to this request. Recommendation Staff is recommending approval for a temporary greenhouse in the Fresh Value parking lot with the following conditions: 1. If traffic becomes a problem around the site, the sales area should be delineated with some type of barrier to restrict pedestrian traffic. 2. The greenhouse must be kept in good condition throughout the time • it is erected. 3. Location of the greenhouse be consistent with the site plan. 4. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4.1. Ordinance Amendment For Accessory Structures -Public Hearina COUNCILMEMBER DIETZ MOVED TO TABLE. THE ORDINANCE AMENDMENT FOR ACCESSORY STRUCTURES PUBLIC HEARING TO THE MARCH 21, 1994, CITY COUNCIL MEETING. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4.2. Plant Place - Temporary Greenhouse City Planner Steve Ach presented the request for a temporary greenhouse in the County Market parking lot, 800 Freeport Avenue, .from April 1 to July 1, 1994. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE REQUEST BY PLANT PLACE INC./NELSON NURSERY OF ZIMMERMAN, MINNESOTA, FOR A TEMPORARY GREENHOUSE IN THE COUNTY MARKING PARKING LOT, 800 FREEPORT AVENUE, FROM APRIL 1 TO JULY 1, 1994, WITH THE FOLLOWING CONDITIONS: 1. THE SALES L07 BE FENCED; 2. THE GREENHOUSE MUST BE KEPT IN GOOD CONDITION THROUGHOUT THE TIME IT IS ERECTED; 3. THE LOCATION OF THE GREENHOUSE BE CONSISTENT WITH THE SITE PLAN; AND, 4. -THAT ONLY ONE ENTRY AND EXIT AREA. BE ALLOWED ON EACH SIDE OF THE GREENHOUSE AND SALES LOT. Conditional Use Permit by Schmitz-Kornovich -Public He~nng City Planner Steve Ach introduced the request by Schmitz-Kornovich fora 68- unit apartment project as a residential P.U.D., located on 4 acres west of Lions • Park and north of the railroad tracks. The use of this property would be for the sale of bedding plants, seeds, bulbs, and nursery stock. There would be a greenhouse structure 20' Wlde by 80' long and also an area to sell nursery stock 20' wide by 60` long. The total area needed would be 20' by 140'.
