Also attached is a copy of Change Order #1 which is a deduct of $4,241. This project is complete so this is the final payment that will be made on this project. The City is holding security in lieu of retainage which will not be released until all of the punch list items are complete. I am also including a copy of a letter from Bill Chang on this project. Please note the fifth paragraph which talks about the MPCA. Pay Estimate #8 -Library Expansion Attached is a copy of Pay Estimate #8 to Kue Contractors in the amount of $20,350. As all of you are aware, this project is completed and the expansion is now being utilized. The City is holding retainage of $2,000 in order for some minor punch list items to be completed. SURVEYING TRAP~ic The Contractor, Gridor Construction, .Inc. had completed the project substantially, prior TnANSPORTATION t0 November 30, 1994, the contract date for substantial completion. The facility haS been in satisfactory operation since then, and has brought the Plant back in compliance .with the ~CTRICAI/MECHANICAL perITllt. The Contractor agreed to finish these ^~A` items by Febniary 28, 1995, except the items that need to be done in the S nn These °OwER DISTRIBUTION p g' items should not affect the operation of the facility. SCwDA sYSTEMcoNTRO`s The revised contract price, after the $4,241 .deduct from. the Change Order No. 1 is $914,259, less the $892,500 previouslypaid, the amount due the Contractor is $21,759. We recommend the Council to approve the Change Order, Certificate of Substantial Completion.., .and the payment.. We also .recommend, the City continue to withhold the retainage until the items in the Bunch list are complete. ' Finally, we like to recognize Mr. Darrell Mack for his foreseeing .suggestion in the Summer of 1993 to implement this interim improvement, when -one of the rotating biological .contactors. failed. By the time the Minnesota Pollution Control Agency issued GFFICES IN: a violation letter, we were already one step. ahead of the Agency, and had finished the Nr~EAPOUS design of the interim improvements. During the Summer of 1994,. the plant experienced P~Ioa ~,KE a very difficult operation. striving to stop further degradation of effluent quality. Now, the Si.
