SUBJECT: Purchase of Administration Vehicle
Overview
On Apri125, 1995, the Elk River City Council authorized the expenditure of
funds to purchase a vehicle for city hall staff in the range of $10,000 to
$12,000. Both the existing administration cars are showing signs of aging.
The attached April 25 memo to the City Council outlines the need for a more
reliable vehicle for longer trips such as seminars and conferences.
The City of Elk River requested quotes from three local dealerships; Saxon
Motors, Elk River Ford/Chrysler, and Miller Chevrolet in Rogers. Attached is
a summary of the quotes received. Staff requested a quote on a used rental
return vehicle with under 25,000 miles and a new vehicle so that
comparisons could be made. The low quote for a used vehicle came from
Saxon Motors in the amount of $10,427 fora 1994 Chevy Corsica. This
vehicle has 20,700 miles. The low quote for a new vehicle was received from
Miller Chevrolet fora 1995 Chevy Corsica in the amount of $14,196. Both of
these quotes include tax, license, and destination charges.
Recommendation
Staff recommends the City Council approve the purchase of either the used
1994 Chevy Corsica from Saxon Motors in the amount of $10,427, or
purchase a new 1995 Chevy Corsica from Miller Chevrolet in the amount of
$14,196. The car can be purchased with undesignated equipment reserves as
there is currently a balance of $50,000 in this fund.

INTRODUCTION
City staff presently has two vehicles for employee use, (excluding. the trucks
for the building inspectors) both of which are recycled police vehicles.
• 1986 Ford LTD - 108,770. miles
• 1989 Ford LTD - 91,665 miles
These vehicles are driven by all city employees for many different uses, some
of which may include:
• Conferences
• Trips to the post office
• Trips to the bank
• Out of office meetings
• Errands, i.e., supplies, pick up lunches, star news, etc.
Both of these vehicles are starting to show there age. There is also the
concern that these vehicles are becoming unsafe to drive by employees,
especially for long distance driving. The 1986 vehicle is in worse shape than
the 1989, and for safety reasons, it is not recommended that anyone drive
this vehicle outside of the city limits.
The Police Department will be selling three used squads, two of which have
95,000 - 100,000 miles each and one which was a K-9 unit. The K-9 vehicle
would not be a good vehicle for staff due to the odor. The two other squads
have as much mileage on them as staffs existing vehicles.
After meeting with Steve Ach, Steve Rohlf, Lori Johnson, and myself to
discuss this issue, it was suggested that the city consider investing in one
"newer" vehicle, perhaps a used rental vehicle with low mileage. This vehicle
would then be used by employees for long distance driving (outside of the city
• limits). The 1989 LTD could still be used by the staff for local trips.

CONCLUSION
Staff requests the council to consider authorizing the expenditure of funds to
purchase a vehicle for city staff in the range of $10,000 - $12,000. If the
council concurs with this request, staff suggests that the car be purchased
with Undesignated Equipment Reserves as there is currently a balance of
$50,000 in the Undesignated Reserve Fund.
