MEMORANDUM TO: Mayor & City Council FROM: Phil Hals, Street/Park Superintendent DATE: May 15, 1995 SUBJECT: Consider Resolution Entering into Joint Partnership Program Between the City of Elk River and MnDOT As the council may recall, the city entered into a landscape partnership agreement with MnDOT. This joint agreement will consist of landscaping improvements along Trunk Highway 10 from Trunk Highway 169 to the • north corporate city limits. Background The beautification project was completed on May 6. MnDOT prepared the plans and financed the materials, the city coordinated the operation and furnished the equipment and operators, and volunteers did the planting. The volunteers who did the planting consisted of the Elk River Outlaw 4-H Club, the River City 4-H Club, and a Boy Scout Troop. The Chamber of Commerce donated $50 to offset some of the lunch expenses and Ron's Foods made a donation of food for the lunch. The city will pay the remainder of the lunch expense, which will be between $50 and $100. The two project areas where the plantings took place are located below the "Welcome to Elk River" sign on the UPA hill, and on the north side of Highway 10 between Upland Avenue and Xenia Avenue. The project went very smoothly and was a positive experience for all involved. I would like to commend the volunteer youth and their leaders who worked hard on a project that will beautify our city for many years. • 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425 • Action Requested Council motion to adopt the attached resolution authorizing MnDOT to provide the City with a lump sum payment of $4,313 for the planting materials used for the beautification project. • • 73436 CITY OF ELK >A:IVER RESOLUTION BE IT RESOLVED that the City of Elk River enter into Agreement No. 73436 with the State of Minnesota, Department of Transportation for the following purposes, to-wit: to provide for a lump sum payment of $4,313.00 by the State to the City for the acquisition of landscape materials to be planted along Trunk Highway No. 10 from Trunk Highway No. 169 to to the corporate City limits in accordance with plans, specifications and/or special provisions designated as the "Elk River .Beautification Plan", and in accordance with the terms of the State's "Community Roadside Landscaping Partnership Program" .
