RE: MAIN/EVANS DRAINAGE IMPROVEMENTS
Dear Council Members:
As directed, we have prepared plans and specifications for the Main/Evans drainage
improvement. At this point in time, we would request the City Council consider the
attached resolution authorizing the advertisement for bids. We would propose an early June
bid date.

ENVIRONMCNTAI prior to beginning construction, such as obtaining easements from four property owners,
MurRaPnL coordination with UPA for the crossing of their driveway, and approval of a MnDOT

TRANSPORTATION 1 The intersection of Main and Evans will be closed to traffic for a short period of

sc~oA 2. The storm sewer along Main Street will be constructed in a 12-14 foot wide area of
srsTEMCONTROts the street immediately adjacent to the curb and gutter. Due to the location of other
utilities and cost of concrete curb and gutter and sidewalk, this is the best location.
During this construction, traffic in both directions will be maintained; however, the
area will be signed as a construction zone.
3. The storm sewer is proposed to follow the west and south property lines of
Dr. Johnson's and the west and south property lines of Earl Hohten's prior to
outletting into a newly constructed ditch. Since this does not follow the County
Ditch easement, new drainage and utility easements will need to be provided by the
oFFitES iN: affected property owners. We expect these free of charge since it is a.n
~NNEAPOLIS improvement to their property to eliminate the wider, more restrictive County Ditch
PRIOR LAKE easement.

4. From the pipe outlet to south of the UPA driveway, the ditch is proposed to be
relocated to the lot line between Earl Hohlen's and UPA's property. The ditch will
also be slightly deeper and have flatter side slopes established.
5. The existing culvert under the UPA driveway is too high. It is proposed to be
removed and lowered approximately 5-6 feet. This lowering will cause it to be
extended also.
If you have any questions regarding this project, I will be in attendance at your May 22,
1995, City Council meeting.

RESOLUTION 95 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE MAIN STREET/EVANS AVENUE
INTERSECTION DRAINAGE IMPROVEMENT OF 1995
WHEREAS pursuant to Resolution 95-Ib, the Project Engineer has prepared plans and
specifications for the Main Street/Evans Avenue Intersection Drainage
improvement, which plans and specifications have been reviewed by the City;
NUW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. Such plans and specifications, acopy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
2. The City Administrator shall prepare and obtain the publication of an advertisement for
bids for the making of the improvement pursuant to the attached plans and specifications.
The advertisement shall be published once each week for three consecutive weeks, shall
• specify the work to be done, and shall state that the bids will be received by the Ctty
Administrator until 10:00 a.m. on June 8, 1995, at which time the bids will be publicly
opened in the Council chambers of the City Hall by the City Administrator and the Project
Engineer and will then be tabulated for consideration by the City Council at a meeting
thereof at 6:00 o'clock p.m. on June 19, 1995, in the City Council chambers at City HaII.
No bids will be considered unless sealed and filed with the City Administrator and
accompanied by a cash deposit, cashier's check, bid bond, or certif ed check payaLile to
the City Administrator in the amount of 5 % of the amount of such bid.
