Following Council approval, staff is prepared to initiate the hiring process immediately with the anticipation of filling the position within the next three months. Background/Discussion This is a new position for the City of Elk River. It will be a part-time position, 20 hours per week including nights and weekends. The hope is to take Energy City to the next level with this position. The three primary functions of the position will be: 1) Develop partnerships with school groups, other communities, and local utilities 2) Outreach to the residents of the Elk River area 3) Encourage diversity in energy sources The minimum qualifications for the position are proposed to be the following: • Bachelor's degree in the energy or environmental conservation field or 3 years related work experience • Valid driver's license Financial Impact The position salary and benefits are included in the 2008 Energy City budget. The personnel committee has reviewed the position description and is recommending it be placed at pay grade 6 which is $19.97/hr - $24.96/hr. This position's primary responsibility will be to develop a comprehensive Energy City program that will allow Elk River to become a national model for energy sustainability, conservation and economic growth. The position will use a variety of techniques to promote these ideals including public/private partnerships and collaborations, outreach to residents and businesses and encouraging diversity in energy sources. Essential Functions 1. Develops partnerships with other groups. A. Works with the local school districts on opportunities for the students to participate in Energy City activities and curriculum. B. Researches other communities to see what types of programs are being implemented which could be implemented in Elk River. C. Coordinates with local utilities on related issues. D. Monitors State and Federal legislation. E. Works with other local governments, businesses, nonprofits and community organizations to explore energy alternatives and other conservation efforts. 2. Performs outreach to residents of Elk River area. A. Raises community awareness through events such as Business and Energy Expos. B. Coordinates with Energy City web designer on updates to website. C. Seek publicity regarding Energy City. D. Assist with establishing city-wide conservation programs. 3. Encourages diversity m energy sources. A. Works with City's Fleet Management Team on purchasing alternate fuel vehicles. B. Develops energy related grant and/or loan programs to offer to new and existing businesses. C. Encourages industrial, commercial and institutional buildings to be LEED certified, energy-efficient and/or green buildings. D. Encourages alternate fuel and other energy related companies to locate in Elk River. E. Makes site visits to alternate fuel and other energy related companies. F. Works with County fox funding opportunities. PatrP 1 4. Performs other essential job duties. A. Regular and timely work attendance. B. Follows all safety procedures. C. Participates in safety training. Required Knowledge, Skills, and Abilities ^ Knowledge of local, state and national laws pertaining to municipal operations. ^ Ability to effectively communicate city policies and procedures to other public agencies and the general public. ^ Knowledge of Energy systems. ^ Knowledge of gas and electric industry. ^ Ability to prepare and administer grants. ^ Ability to express oneself clearly and concisely both orally and in writing. ^ Ability to establish and maintain effective working relationships with city staff and the public. ^ Ability to prepare and manage multiple work programs in an efficient and productive manner. ^ Ability to work independently and assume responsibilities with minimal direct supervision. ^ Ability to efficiently process proposals and to ensure the completeness and accuracy of recommendations made to the Energy City Commission, and the City Council.
