SUBJECT: Information on CEDAP Grant
The Police Department applied for and received a Commercial Equipment Direct Assistance
Program Grant through the Department of Homeland Security. The giant awarded is for
Countermeasures Risk Analysis Software.
This software will assist the police and fire departments in measuring and mitigating risk to
critical infrastructures and information systems, both internally and externally. We will not
only receive the software, but selected staff will receive three days of training in the use of
this important tool.
The software application with training is valued at $18,500. Please see the attached
correspondence for fizrthex details on the giant award.

On behalf of the U.S. Department of Homeland Security, Federal Emergency- Management Agency
(FEMA), National Preparedness Directorate, I am pleased to inform you that your application submitted
under the fiscal year (FY) 2007 Commercial Equipment Direct Assistance Program (CEDAP) has-been
approved. Through CEDAP, your agency will receive the a Countermeasures Risk Analysis Sofiivare.
CEDAP provides emergency response agencies with the equipment and technology they need to fulfill
their homeland security mission. It is an important component of a larger, coordinated effort to strengthen
our Nation's overall preparedness baseline. CEDAP's primary focus is to enhance regional response
capabilities, mutual aid, and interoperable communications in jurisdictions ineligible to receive assistance
under the Department of Homeland Security Urban Areas Security Initiative (UASI).
The FEMA, National Preparedness Directorate administers CEDAP in coordination with the United
States Army, Electronic Proving Ground (EPG) at Fort Huachuca, Arizona, which serves as our technical
agent. Please see the attached letter from EPG providing initial information regarding the training required
when receiving CEDAP equipment and instructions for beginning the CEDAP award process.

My organization, the United States Army, Electronic Proving Ground (EPG), administers the Commercial
Equipment Direct Assistance Program (CEDAP) on behalf of the Department of Homeland Security (DHS),
Federal Emergency Management Agency (FEMA), National Preparedness Directorate. In response to
your application, your agency has been selected to receive the CounterMeasures Risk Analysis Software.
The CounterMeasures Risk Analysis Software can assist organizations and agencies in measuring and
mitigating risk to critical infrastructure and information systems using the Risk Analysis Process.. The
Risk Analysis Process includes data analysis, report generation, and control implementation. The
software standardizes and simplifies this process by automating data collection, data analysis, and report
generation.
The Commercial Equipment Direct Assistance Program recognizes .the importance of new equipment
education and training, not only for the user, but also to ensure proper operation and deployment of the
equipment. This technology requires detailed coordination amongst your organization, our technical
representatives, and the manufacturer. Projected completion time is up to 6 months from initial
coordination. The training will be conducted onsite at your location and .instruction will be provided by the
product manufacturer, Alion Science and Technology. Training will cover a three (3) day period (Total
hours: 24), and please plan to have as many employees, as required, for attendance. To begin the

Once we receive this information, it will be provided to an Alion Science and Technology representative
