Background/Discussion On February 20, 2007, the City Council adopted a Resolution fox a sign moratorium that prohibits the issuance of a building permit fox a new or existing advertising signs and electronic changeable copy sign. The issues that were identified are as follows: safety related too bright, often changing text, changeable copy signs change too often and are evolving into animated signs, concerns of billboards turning into huge television screens and lack of clarity in defining animated signs and/or flashing signs. This memo attempts to memorialize the direction given by the Planning Commission and City Council; Staff requests the Planning Commission make minor modifications, if necessary, and forward a proposed ordinance onto the City Attorney and City Council. Attachments None Overview/Analysis Based on the direction received thus far on this topic, staff recommends the following ordinance. (This definition combines flashing signs and animated signs into one defuiition). Changeable copy sign > > . A sign or portion thereof with characters, letters or illusions that can be chanced or rearranced mechanically or electronically without altering the face of the surface of the sign; such as reader boards. Sec. 30-864 Changeable copy. Unless otherwise specified by this subdivision, a sign may use manual or automatic changeable copy which may include animated signs with a size limit of 30 square feet, anything larger will require a Conditional Use Permit.
