Introduction
The City of Elk River's Public works and Parks administration facilities are reaching their capacity.
While the City undergo an evaluation of it's space needs for the future, the City desires to utilize
temporary trailers to satisfy the needs short term.

temporary office structures, as shown on plans dated 8/21/2007, subject to the following conditions:
1. The structures meet necessary building and fire codes,
2. The structures shall be removed by December 31, 2010.

Overview
The City of Elk River is requesting a IUP to permit the installation of temporary trailers for offices,
to allow the City to plan for potential future expansion.

Standards for Issuance of a Conditional/ Interim Use Permit (Section 30-654)
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:

The trailer does not appear to negatively impact the surrounding properties.
2. lYlill be consistent rarith the comprehensive plan.
The Comprehensive Plan guides the existing use at Light Industrial. The addition does not
represent a change from the original use.
3. lYlill not impede the normal and orderly development and improvement of surrounding vacant property.
The temporary trailer does not appear to impede the orderly growth of adjacent properties.

The trailer should not significantly increase pressure on adjacent roadways.
5. Dill not involve uses, activities, processes, materials, equipment and conditions of operation that will be
detrimental to any persons or property because of excessive tra~c, noise, smoke, fumes, glare, odors, dust or
vibrations.
It does not appear that the noise, traffic, smoke, etc causes negative impacts to the
surrounding property.
6. lYlill not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance.
To staff s knowledge, there are no natural features in danger with the addition.
7. Weill fully comply with all other requirements of this Code, including any applicable requirements and
standards for the issuance of a license orpermit to establish and operate the proposed use in the city.
It is expected that the applicant will comply with all other requirements, including the Fire
Code, Plumbing, and building code.
If denial of such a permit should occur, it shall accompany recommendations or determinations by
findings or a report stating how the proposed use does not comply with the standards set forth in
Section 30-654.
In the review of the standards for CUP as outlined, it appears that the addition is consistent with all
of these standards.
Analysis
The applicant is requesting a conditional use permit to permit the placement of two 12' by 44' office
trailers, one on the east side of the building, and the other on the north side of the building. The
trailer would each house two `permanent' offices, and meeting space for employees. The trailer
would be placed in the property for 3 years, allowing the City Council and public works staff to
evaluate their space needs.
The trailer would be located on existing green space adjacent to the building.

No additional parking is proposed.

No landscaping is proposed or removed.

Because the request is consistent with the Standards for a Conditional Use Permit, Staff
recommends the Planning Commission approve the conditional use permit as noted above.

PROJECT DESCRIPTION:
The City of Elk River is proposing to locate a 12' by 44' portable office trailer in front of
the Public Works garage at 19000 Elk Lake Road to provide temporary office space for
the Street Superintendent and Assistant Street Superintendent.
Normal office hours are from 7:00 am to 4:30 pm, Monday through Friday. The office
will be open 24 hours per day during snow events and emergency responses.
The portable office contains two offices and will be occupied by two individuals with an
occasional meeting of not more than 12 persons. The parking consists of 24 regular
parking stalls and one handicap sta11. There will be no additional persons added to the
Street or Park Department staff, so there is no need for additional parking stalls.
Since the office trailer is temporary until the building expansion, there is no screening
proposed. The portable office has vertical grooved wood siding on the exterior and the
skirting will be of like materials. There are no changes proposed for exterior signage on
this site. In addition, there is no exterior storage involving this portable office trailer.
The site for the trailer location involves an area of 24' by 65' . A low retaining wall was
removed and will be replaced. In addition, 3 small trees and 6 bushes were also removed.
The site was leveled to accommodate the trailer. There was minimal site impact.
This interim use permit is for a period of 3 years.
