The City Council has directed staff to draft an ordinance definition that would define a City Function.

Overview/Analysis
Currently our Sign Ordinance does not permit off premises signs, other than billboards. The Council has
expressed interest in allowing city sponsored events to have signage on public property.
Based on the direction received thus far on this topic, staff recommends the following ordinance. New
text proposed to the existing ordinance is underlined, and text from ari existing ordinance to be deleted
would be
Proposed Ordnance amendments:
Sec 30-1, Definitions
City Function means an event sponsored or hosted by the city through the following means:
a) Financial Support
b) Use of citesproperty or facilities by Council waiving fees
c) City staff working at the event
Sec 30-859 Prohibited signs
(3) off-premises signs, other than billboards and city function signs.
The draft definition requires the Council to recognize an event if only to spend funds, waive fees or
authorize staff to work.
Recommendation
Staff requests discussion, with a formal recommendation to the City Council. Staff will develop the
formal resolution based on the Planning Commission recommendation for inclusion in the City Council
packet.
