Staff supports a Planning Commission recommendation for approval of the ordinance language as
written.
Commerciall3eserve Transitional Zone.
A. Intent. The intent of the (CRT) Commercial Reserve Transitional Zoning District is:
1. To provide for the maintenance of existing uses on parcels of land that axe inconsistent with
the adopted Comprehensive Guide Plan land use designation.
2. To provide for the continued present use of a parcel of land until such time as market
forces warrant a change to a use consistent with the Comprehensive Guide Plan land use
designation.
B. Purpose.
1. To allow an existing use to remain conforming until such time as development is approved
that the city deems consistent with the Comprehensive Guide Plan at which time the city will
consider changing the zoning designation.
2. To provide for orderly (re)development of contiguous parcels of land.
3. To discourage piecemeal, lot-by-lot development or leapfrog development that would result
in the isolation or inefficient re-use of existing parcels of land.
4. To ensure that contiguous parcels of land are served with adequate access and public
infrastructure and that appropriate right-of--way width is established.
C. Permitted uses.
1. The use and scope of use that existed as of (adoption date of this ordinance).
2. Agriculture Horticulture uses (10 acre lots or more)
3. Public parks, playgrounds and open space
4. Facilities for flood and erosion control
5. Single Family dwellings on 20 acres or more

3 Swimming pools shall be set back a m±nimum of eight feet from the side yard and rear yard lot
lines and must comply with the required front yard setback as per this subdivision. Swimming pools
must be completely enclosed with an opaque chain link or equivalent fence at least four feet high
with a lockable gate.
Background/Discussion
Included in the 2004 Comprehensive Plan were two areas identified as Commercial Reserve. The intent
of these areas was to reserve land for future commercial development, avoiding land use improvements
inconsistent with a final vision of the area while still allowing appropriate use of the land that does not
require major investment in infrastructure or buildings.
Within its staff report regarding the Aggregate Industries subdivision in January of this year, the City
Council authorized staff to generate an ordinance for consideration.

Analysis
Staff has prepared an ordinance that regulated the direction endorsed by the Comprehensive Plan. The
primary feature is the large lot size, intended to preserve large parcels, making land assembly for
redevelopment in the future easier.
Recommendation
Staff recommends approval as drafted.
