Action Requested
Adopt resolution authorizing staff to submit an application for a Minnesota DNR Regional Trail Grant.
Background/Discussion
The request is to obtain grant money to pave the remaining 2.6 miles (north from County Road 33 to the
northern boundary of the Cite) of unpaved trail of the Great Northern Trail. The estimated cost to pave
the remaining portion of trail is $300,000.
The Ciry of Elk River has secured $160,000 in federal transportation funding under Safe, Accountable,
Flexible, Efficient Transportation Equity Act: A Legacy for User (SAFETEA-LU). This federal money is
scheduled for 2011.
Through this grant, the City is asking for an additional $70,000 in state funding from the Regional Trail
Grant Program. That would reduce the local match for the project to $70,000.
Financial Impact
If the City receives the grant, this does not obligate the City to provide the $70,000 to complete the
project if funds aren't available; however, the City would forfeit the $230,000 in grants if this occurs.

RESOLUTION 08-
A RESOLUTION OF THE CITY OF ELK RNER
A RESOLUTION AUTHORIZING STAFF TO SUBMIT AN APPLICATION FOR A
MINNESOTA DNR REGIONAL TRAIL CONNECTIONS PROGRAM GRANT
WHEREAS, the City of Elk River recognizes the importance of providing high quality
recreational resources to the community; and
WHEREAS, the City of Elk River recognizes the need to partner with other governmental
agencies in order to improve natural areas in a cost effective manner; and
NOW, THEREFORE, BE IT RESOLVED that the City of Elk River act as legal sponsor for
the project contained in the Minnesota DNR Regional Trail Grant Application to be submitted on
February 28, 2008 and that the Parks and Recreation Director is hereby authorized to apply to the
Department of Natural Resources fox funding of this project on behalf of the City of Elk River.
BE IT FURTHER RESOLVED that the City of Elk River has the legal authority to apply for
financial assistance, and financial capability to meet the match requirement and ensure adequate
construction, operation, maintenance, and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that upon approval of its application by the state, the City of Elk
River may enter into an agreement with the State of Minnesota for the above-referenced project, and
that the City of Elk River certifies that it will comply with all applicable laws and regulations as
stated in the grant agreement including dedicating the park property for outdoor recreation uses into
perpetuity.
NOW, THEREFORE BE IT RESOLVED the Parks and Recreation Director is hereby
authorized to execute such agreements as axe necessary to implement the project on behalf of the
applicant.
The above resolution was adopted by the City Council of Elk River this 19`'' day of February 2008.
