The following fees shall apply: a. A surface water management fee shall be paid at the time the final plat is released for recording. 2. Park dedication shall be provided in the following manner: a. In the form of cash for 17.1-acres at the rate applicable at the time of final plat approval. 3. A letter of credit in the amount of 100% of the cost of the improvements shall be submitted prior to the releasing of the final plat for recording. 4. All required subdivision/park information shall be provided in an electronic format (.dwg file) as required by the City Ordinance and Land Use Application prior to recording of the plat. 5. The final plat of Portside Addition should provide access control such that there will be no access from Portside Addition to Naples Street. 6. All appropriate drainage and utility easement, as per Public Works Director memo dated 2/12/08, needs to be placed on the final plat. Along with the proposed plat of the subdivision, I also received a layout for the MetalCraft Machine and Engineering building on Lot 1 of Portside Addition. Based on my review, I would offer the following comments: The site is approximately 18 acres and proposed to be divided into two lots. Lot 1 is the larger lot at approximately 10 acres, with the second lot being just over 3 acres. 2. There is no additional right-of--way needed for Business Center Drive. 3. There currently is a temporary cul-de-sac for Naples Street from the Sandpiper Estates 2nd Addition that falls on Lot 2. There is no easement to allow this cul-de-sac to remain at this location. At the time is was built, the property was all under the same ownership and the concept was that Naples Street would extend through to Business Center Drive. Obviously, that concept has changed as business traffic and residential traffic should not be mixed. I conftttned with the Street Department that they will be able to maintain the short section of Naples Street without a temporary cul-de-sac, since it is only two lots long. The final plat of Portside Addition should provide access control such that there will be no access from Portside Addition ever allowed to Naples Street. 4. The final plat shows a larger drainage and utility easement near the rear common corner shared between Lots 1 and 2, while the site plan fox Lot 1 shows a drainage pond located near Business Center Drive adjacent to the common lot line. The drainage area for these two lots should be shared in common so there axe not two distinct ponding areas. A drainage calculation needs to be provided so that the size of the ultimate pond can be verified and then an appropriate drainage and utility easement needs to be placed on the final plat. 5. An attempt should be made between the layouts of the two lots to combine at least one driveway. If that is not possible due to the ponding location, adequate spacing for the driveways along Business Center Drive should be adhered to. 6. The drainage from the ponding area shown on the MetalCraft site plan goes easterly along the north line of Lot 2 in a ditch adjacent to Business Center Drive. It appears that the intent is to use a pipe in the future when Lot 2 develops. Unless the development of Lot 2 is imminent, the drainage area should not be allowed to flow through a ditch. A pipe should be required along this alignment so that Business Center Drive does not have a ditch constructed immediately adjacent to the sidewalk. Also, since this is the outlet from a pond on a different lot, there should be an easement provided for this alignment. 7. The MetalCraft site plan does not allow any space on the south lot line for berming and minimal space for landscaping adjacent to the single family homes in Sandpiper Estates 2°d Addition. I would recommend that additional space be provided there to allow for berming and landscaping to buffer the business use from the residential use. The same would be true with the future development of Lot 2. Sanitary sewer and water is available in Business Center Drive to service both of these lots. Based on the development on the two lots, a decision will need to be made in the future relative to extending water in and strategically placing hydrants around the building site. 9. This property has previously been assessed for sanitary sewer, water and street construction. Therefore, no additional street or utility assessments are anticipated with the development of these two sites. If you have any questions regarding any of these comments, please contact me.
