SUBJECT: Request by Waconia Farm Supply for Conditional Use Permit
for Expansion of Use to Include Truck Rentals, Case No. CU 08-
03
At the January 19, 2008 City Council meeting, the Council reviewed Waconia Farm Supply's
request to offer for rent Budget trucks. Concerns were raised during the meeting regarding
access, internal congestion, and encroachment on adjacent parcels. The Council ultimately
requested the Planning Commission review the application once a survey was received. The
Planning Commission reviewed that survey at their meeting on February 12, 2008.
After hearing and understanding the concerns of the Commission (and the Council before),
the applicant elected to withdraw his application before the vote was taken. The formal
withdrawal letter is attached. Consequently, no action is necessary at this time.
An update notice was sent to area property owners, advising them of the additional Planning
Commission and City Council meetings. Although no action is requested, staff will prepare
a brief update for those in attendance.

As I mentioned at the Planning Commission meeting last night: Waconia Farm Supply is withdrawing its
application for a Conditional Use Permit to allow Budget Truck Rental. After numerous visits to City Hall is
appears that the Commission is looking for anything not to work with the local business rather that to try to work
with them.
I am disappointed, as I felt I gave them everything they asked for including adding additional leased land space
for storage of trucks. It has put a bad taste in my mouth after the last several meetings and I am contemplating if I
want to continue to do business in Elk River.
