SUBJECT: 2007 NPDES Permit Update/Annual Meeting
The City of Elk River was required by the Minnesota Pollution Control Agency (MPCA) to
apply for the National Pollutant Discharge Elimination System General Storm Water
(NPDES) Permit in 2003. This permit requires the City to hold annual public meetings
regarding the Best Management Practices and measurable goals achieved for the year. The
permit identifies six goals which are public education and outreach; public
participation/involvement; illicit discharge detection and elimination; construction site
runoff control; and pollution prevention/good housekeeping.
In 2007, the City of Elk River was able to meet goals in each of the six measures. The
following are some examples:
• Adoption of the Storm Water Management Ordinance and revisions to the Erosion
Control Ordinance
• Completion of the Loading Assessment, Nondegradation and Outstanding Resource
Value Water Report completed by Bonestroo
• Article in the city's newsletter, The Current, regarding an Eagle Scout who stenciled
storm drains to educate the public of where the water ends up that is put down the
storm drain
• Website link to storm water related information
• Continuance of licensing lawn care professionals
• Inspections of plats to ensure proper erosion control measures are being taken
• Inspections of storm drains (20% required each year)
• Installation of rain gardens at the Library
City staff plans to continue improving on the City's storm water program in 2008 by
implementing additional measures.
