Adoption of resolution approving plans and specifications and ordering the advertisement for bids for
both of these improvements.
Background/Discussion
In October of 2007, the City Council authorized the preparation of plans and specifications for the
downtown overlay and geometric intersection improvements. At that time, direction was given to re-visit
with the Rivers Edge Group once plans were prepared. That meeting occurred last Wednesday, February
13, 2008. Those in attendance at the Rivers Edge meeting passed a motion unanimously in favor of the
entire improvement with the understanding that the project schedule would have the intersection work
complete and open prior to Memorial Day. (Some of the overlay work would occur after Memorial Day.)
Most of the work could be completed without disrupting the flow of traffic. The paver crosswalks and
center area treatment would require the closing of the intersection from a Monday morning through the
weekend and reopening by Friday of the following week.
The improvements to the TH 10 parking area which were authorized at a later date are proposed to be
combined for bidding purposes in order to get a more competitive bid. Combining these two projects
will not affect the schedule for the downtown improvements.
Financial Impact
The 2008 approved Capital Improvements Program has earmarked $430,000 for the downtown overlay
and geometric intersection improvements and $80,000 for the TH 10 parking lot surface improvements.

RESOLUTION 08-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE DOWNTOWN OVERLAY AND INTERSECTION
GEOMETRIC AND TH 10 PARKING LOT
IMPROVEMENT OF 2008
WHEREAS pursuant to Resolution 07-85, the Project Engineer has prepared plans and
specifications for the Downtown Overlay and Intersection Geometric and TH
Parking Lot improvements, which plans and specifications have been reviewed by
the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. Such plans and specifications, a copy of which is are available for inspection through the
Ciry Clerk's office and incorporated herein by this reference, are hereby approved.
2. The City Administrator shall prepare and obtain the publication of an advertisement for bids
for the making of the improvement pursuant to the plans and specifications. The
advertisement shall be published once each week for ten consecutive days, shall specify the
work to be done, and shall state that the bids will be received by the City Administrator until
10:00 a.m. on Tuesday, March 11, 2008, at which time the bids will be publicly opened in the
Council Chambers of the City Hall by the City Admnistrator and the Project Engineer and
will then be tabulated for consideration by the City Council at a meeting thereof at 6:30 p.m.
o'clock p.m. on Monday, March 17, 2008, in the City Council Chambers at City Hall. No
bids will be considered unless sealed and filed with the City Administrator and accompanied
by a cash deposit, cashier's check, bid bond, or certified check payable to the Ciry
Adnnuiistrator in the amount of 5% of the amount of such bid.
