Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called
to order at 5:30 p.m. by Mayor Klinzing.

5.2. Authorize Hiring Process for the Economic Development Assistant Position
Ms. Johnson presented the staff report. She pointed out the few changes to some
terminology in the position description, as well as adding the requirement of having a valid
driver's license. Ms. Johnson recommended advertising the position through the League of
Minnesota Cities as well as EDAM and Elk River Star News, with the hopes of having the
position filled by late spring.
Councilmember Motin expressed concern with the position's pay grade being at seven. He
stated he would like to see this position filled with someone who has fairly minimal
experience and feels the salary seems too high fox this type of experience. He recommended
the position should fall into pay grade six.
Ms. Johnson stated pay grade six would place the position at $41,530 to $51,912. •

COUNCILMEMBER FARBER TO AUTHORIZE THE HIRING PROCESS FOR
THE ECONOMIC DEVELOPMENT ASSISTANT POSITION AT A PAY
GRADE SIX. MOTION CARRIED 5-0.
5.3. Authorize I-Tiring Process for the Commu it; Development Director Position
Ms. Johnson presented the staff report, stating the position description remains unchanged.
She would like to allow plenty of time for applicants to submit their application materials.
She stated it would be advertised with the League of Minnesota Cities, EDAIvl, and Elk
River Staz News. The interview process would need to be finalized sometime in the neaz
future to detertnine which council and staff should be available for interviews.

COUNCILMEMBER GUMPHREY TO AUTHORIZE THE HIRING PROCESS
FOR THE COMMUNITY DEVELOPMENT DIRECTOR POSITION. MOTION
CARRIED 5-0.
5.4. Discuss Council Workse ion Agendas
Ms. Johnson discussed the agendas for the February 11 and March 10 Worksessions. She
added Terry Maurer, Public Works Director, will give a legislative update at the February 11 •
Worksession.

Councilmember Gumphrey expressed his appredation to staff and City residents who have
supported him and his family through his wife's recent illness and passing.
8. Staff Updates
8.1. Private Drive off Freeport to Commercial Area
Ms. Johnson stated she has had discussions with the management company and owners
of the property near the movie theater that serves as a drive to the local businesses around
LaRose's Pizza. Because the road is a private drive, the management company is responsible
for maintaining and repairing the roads. She stated the owners were not aware the road
needed repairs until winter, but the management company agreed to do a temporary fix as
weather allows, and in the spring complete all repairs to the road.
9. Recess to Planning Workshop -Chamber of Commerce Office_ 509 Highway 10
Mayor Klinzing recessed the meeting at 5:40 p.m. to reconvene at the Chamber of
Commerce Office for a planning workshop.
