Background/Discussion
The Elk's Quaxtexback Club has requested to renew their premises permit to conduct charitable gambling
at'I'ime Out Sports Bar at 19232 Evans Street. The permit will run fox tevo years from August 1, 2008
through Jmy 31, 2010.
The City's oxdutance requires that 75 percent of the lawful purpose expenditures must be spent within
the City's trade area. The trade ama fox Elk River consists of the following cities: Elk River, Ramsey,
Otsego, Rogers, and Zinvnexman. The Elk's Quaxtexback Club has met this requirement.

RESOLUTION 08-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT RENEWAL FOR THE
ELK'S QUARTERBACK CLUB
WHEREAS, The Elk's Quaxtexback Club has made application to the State Gambling
Control Board fox a Premises Permit Renewal; and,
WHEREAS, the Premises Pertnit will allow charitable gambling on the premises of
Time Out Sports Bar located at 19232 Evans Street in the Ciry of Elk
River fox the period of August 1, 2008 through July 31, 2010; and,
WHEREAS, The Elk's Quaxtexback Club has met the City's requirement of spending
75 percent of its lawful expenditures within the City's trade area during
the past two years.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota that a Premises Permit be granted to the Elk's Quaxtexback Club to allow
charitable gambling operations at Time Out Sports Bax at 19232 Evans Street, Elk River,
Minnesota.
