MEMORANDUM TO: City Council FROM: Jeremy Barnhart, Planning Manager DATE: March 10, 2008 SUBJECT: Mining and Use Study The City Council has indicated its desire to start the planning fox the northern portion of the community, paxticLdaxly the "mining" areas (west of 169), and the "CRT" area (East of 169). This report addresses the mining areas only. A similar process could be followed fox the east side, although staff has spoken with only a few property owners in that area. Over the past several months, in addition to meeting with the miners in the area, staff has collected information from other communities and consultants that have developed former gravel mines ui an attempt to better understand the uniqueness of gravel mining planning. After meeting with the miners, staff prepared a phasing map, illustrating the phasing schedule ui a comprehensive format. These maps axe attached. Prior to development, the hope would be to assemble a "critical mass" of properties with highway access to increase the feasibility fox (and cost sharing of) utility service. In addition to the phasing schedule, the miners have expressed some caution about introducing development immediately adjacent to active mining operations. Concerns include additional public traffic, and increased potential for noise, dust, and traffic complaints from residents and businesses. Basic O_uestions In preparing a planning process, staff has identified some basic questions that should be addressed by the City Council. It is thought that these questions should be discussed in detail at an upcoming dedicated workshop, possibly in April ox May. Question #1-Will the properties be served by City watet and sewer? No assumption has been made as to how, or at what cost, but that will be determuied after more information is collected. Question #2 -Who will lead the planning project; the property owners or the City? Question #3 -What is the desired product of the planning project? A Master Plan level document, identifying land uses and densities, intersections with State Highway 1G9 and Co Roads? Question #4 -Will the property owners pay for this planning, regardless of a staff developed plan or a consultant plan? Once the questions have been answered, staff envisions a process similar to the steps below. It is anticipated that this process will take two years, although the actual tinning will vary due to property owner participation, timing and funding of support studies, and other impacts beyond the Ciry's control. Master Plan Basic steps -The Planning process would include four main tasks, each with several subtasks: 1. Identification/ Assembly • Identify project boundary, property owners, City representatives • Hixe consultant • Assemble reclamation plans, transportation plans, Resources Inventory • Identify property owner goals, tuning 2. Develop Applied information • Complete utility feasibility (this utility feasibility would be general, to get an understanding of the costs for water/sewer and storm water utility in the subject area, based on property owners goals. The feasibility study would be updated near the conclusion of the planning project to get a better understanding based on changes made during the process.) • Complete market study Note: The completion of the market study and utility feasibility may have a direct impact on the timing of actual development. 3. Concept development • Prepare multiple land use concepts based on phasing schedules, land use goals, market study, and utility requirements. • Complete review with Planning Commission and City Council • Converge on preferred alternative 4. Implementation • Finalize utility feasibility • Prepare necessary ordinance modifications • Prepare necessary environmental review 'The Council is asked to review the questions above and establish a date to discuss them in greater detail.
