Staff recommends the City Council approve the General Planning Pexxnit fox a temporary greenhouse in
the Cub Foods parking lot, located at 19216 Freeport Street, Elk Park Center, with the following standazd
conditions:
1. No electrical services shall be across any drive or walking surface.
2. If rtaffic becomes a problem around the temporary site, the sales area shall be
delineated with a barrier to restrict traffic.
3. The greenhouse/garden center be maintained free of debris and kept in an orderly
condition.
4. The location of the greenhouse is consistent with the submitted site plan.
5. The greenhouse and display area be removed by July 7, 2007 (within one week of the
end of the sales period) and the site be returned to its previous condition.
Background/Discussion
1n March of 2007, a General Planning Pemut was issued fox a greenhouse in the Cub Foods parking lot
The applicant requests similar approval for the 2008 season.

Overview
The applicant is requesting a temporary greenhouse from Apri123`d to June 30'x. The greenhouse will be in
the same location as in 2006 and 2007, in the parking lot in front of Cub Food. There were no issues last
year reported to the City. The hours of operation will be Monday thru Sunday Sam to 8pm.

Recommendation
Staff recommends approval of the General Plamzing Permit request fox a temporary green house in the
parking lot of Cub Foods, as indicated on the plans dated received March 1, 2007, with the following
conditions:
1. No electrical services shall be across any drive or walking surface.
2. If traffic becomes a problem around the temporary site, the sales area shall be
delineated with a bamer to restrict traffic.
3. The greenhouse/garden center be maintained free of debris and kept in an orderly
condition.
4. The location of the greenhouse is consistent with the submitted site plan.
5. The greenhouse and display area be removed by July 7, 2008 (within one week of the
end of the sales period) and the site be returned to its previous condition.

Greenhouse for Cub Foods
• Take approx. 26 parking spaces and
turn that space into a greenhouse.
• Hours will be Sam to 8pm.
• 8 employees.
• 590 parking spots, after greenhouse
there would be 564.
• Greenhouse would be constructed with
aluminum poles covered by plastic.
• Only signage would be 14" x 11" with
the prices of soil and plants, no
banners.
• Outdoor storage would consist of 5 to
10 pallets of soil and up to 10 plant
racks when they are delivered.
• No screening.
