Consider adoption of the Resolution Accepting the Bid and Authorizing the Execution of
Contract in the Matter of the Downtown Overlay and Intersection Geometric Improvement,
combined with the TH 10 Parking Lot Improvement.
As directed by the City Council, the concrete in the center of the intersection of Main Street and
Jackson Avenue was bid as an altemate; therefore, adoption of the resolution should be specific
relative to portions of the project that are being awarded.
Background/Discussio n
On Wednesday, March 11, 2008, bids were opened fox both improvements. There were a total of
seven bids received. The following table provides the bidder, base bid, and alternate bid. A
complete bid tabulation is attached.

As you can see from the above table, the alternate bid for the concrete in the center of the
intersection is $9,890.50. Further analyzing the base bid, the cost of the paver crosswalks fox all
three directions of the intersection are $10,680.75.
Park and Recreation Director Bill Maertz asked that concrete curbing he has budgeted around the
play area at Meadowvale Park be added to this bid process. It was added as altemate bid #2. The
bid price is $3,085.05. Mr. Maertz stated this is well within his budgeted amount and he requested
that this also be awarded.
Astech Asphalt Surface Technologies has previously successfully completed similar type of paving
and concrete projects within the City of Elk River. Therefore, we are prepared to recommend
award to them as the lowest responsible bidder.
Financial Impact
The 2008 CIP has $430,000 programmed for the downtown overlay and intersection geometric
improvements, along with $80,000 programmed for the TH 10 parking lot improvements. The
total bid submitted by Astech Asphalt Surface Technologies, together with associated overhead,
will be significantly under the total budget monies in the CIP.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
DOWNTOWN OVERLAY AND INTERSECTION GEOMETRIC IMPROVEMENT WITH
THE TH 10 PARKING LOT IMPROVEMENT OF 2008
WHEREAS pursuant to a City Council Resolution 08-16, passed at the February 19, 2008 meeting,
competitive bids were solidted and received for the Downtown Overlay and Intersection
Geometric Improvement with the TH 10 Parking Lot Improvement of 2008; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders
and has detertnined that Astech Asphalt Surface Technologies, is the lowest responsible
bidder.
NOW, THEREFORE, BE IT RESOLVED by the Ciry CouncIl of the City of Elk River, Minnesota:
1. The Mayor and City Admuustratox are authorized and directed to execute, on behalf of the City, such
contract with Astech Asphalt Surface Technologies, as is approved by the City Attorney, for the
completion of the Downtown Overlay and Intersection Geometric Improvement with the TH 10
Parking Lot Improvement of 2008, according to the approved plans and specifications designed by
City Council Resolution.
2. The City Administrator is authorized and directed to forthwith return to all bidders the deposits
made with their bids upon execution of the contract specified above.
