SUBJECT: March Site Plan Review for April Planning
Commission and City Council Agenda Items
The City's Achaeological Modeling and the State Historical Society Office's (SHPO) list of
known archaeological sites were referenced in regards to the items on the Planning
Commission's Agenda. The following is a summary of the agenda items and archaeological
resources:
(CU08-06) CUP Extension -Elk River Landfill Planning Commission Date: 4/08/08;
City Council Date: 4/21/08
No SHPO site is located on the affected property. The City's Archaeological Model indicates
a low potential for an archaeological site in the project area. Stafftecommends that the
standard condition listed belowis placed upon the request.
(SP08-05) Evans Meadows Apartments
No SHPO site is located on the affected property. The City's Archaeological Model indicates
a low potential for an archaeological site in the project area. Staffreconztnends that the
standard condition listed belowis placed upon the request.
(SP08-06) DepotApartments (Elk River Station) Planning Commission Date: 4/08/08;
City Council Date: 4/21/08

No SHPO site is located on the affected property. The City's Archaeological Model indicates
a high potential for an archaeological site in the project area. Staffrecommends that the
standard condition listed belowis placed upon the request.
(CU08-07) CUP - E & O Tool Outdoor Storage
l~TO SHPO site is located on the affected property. The City's Archaeological ~-lodel
indicates a moderate to high potential for an archaeological site in the project area. Staff
recommends that the standard condition listed below is placed upon the request.
(SP08-04) Metal Craft
No SHPO site is located on the affected property. The City's Archaeological Model indicates
a moderate to high potential for an archaeological site in the project area. Staff
recommends that the standard condition listed below is placed upon the request.
Standard Condition:
"Any item or condition found that indicates the site is likely to yield information
important to prehistory or history shall be reported to the City immediately. Further,
the City reserves the right to stop work authorized in its approval until the site is
appropriately investigated and work is authorized to continue by the City."

Recognize Utilities sensitivity to history by having a history of Elk River Municipal Utilities
produced.
Recognizable Landmark in Elk River for 80 years -has become part of Elk River's identity

2. Preservation of demolition costs
Grant funding available
A. Minnesota State Grants-In-Aid -to acquire, estore, or preserve buildings,
structures or sites that are significant to natioal, state, or local history and that are open or highly
visible to the public. Costs for administration, operation or maintenanc eo fproperties are not
eligible grant activities.
B. State Capital Projects Grants In Aid - To support historic preservation
projects of a capital nature. $10,000, and the maximum $75,000. (These amounts may change
depending on the availability of funds.) Funds must be matched at least 1 to 1. Matching funds
may be cash, in-kind and/or donated services or materials contributed to the project.
History Notes
A. Donation of 100x100 lot on Princeton (Jackson) by L.A. Herrick for purchase of
well as well as sewer and tang to supply water for the water workson Jackson
1919
B. Water tower foundation laid in December 1919.
C. First test of well found 240 gallons/minute "...capable of furnishing the village with
all the water necessary for a good systems of waterworks." Jan 3, 1920 Minutes.

Recreating Minnesota's Main StreetT'~' Program
Do small cities in Minnesota need a source of
technical and financial assistance for strengthening
their downtowns? Many states have a formal
statewide Main Street T"" program that provides
such assistance to communities revitalizing their
historic downtown areas. Minnesota has not had a
formal statewide program for 14 years. Join
Hometown Minnesota in Owatonna on
Thursday, April 11th (workshop to be repeated
in Little Falls on May 23rd), to let us know how a
statewide program could help your community.
A group of interested organizations and individuals
are working to create a new statewide Main
Street T^" program. Thom Guzman, Director of the
Iowa Downtown Resource Center will describe
the benefits and limitations of a statewide program,
and Bonnie McDonald, Preservation Alliance of
Minnesota, will describe the opportunity for
creating a new statewide Minnesota program.
The workshop will address questions such as:
- Will a statewide program would provide
meaningful assistance to local communities?
- Does the proposed MN Department of
Employment and Economic Development
(DEED) funding for downtown revitalization
suffice for statewide assistance to small cities?
- What do small cities believe are the critical
components of a statewide program?
Cost: $75.00 per workshop per community
Workshops are free to Hometown member
communities. Refreshments will be provided.
