Request
The Elk River Station developers, Len Pratt and John Peterson have revised their
development team to include Westwood Engineering and Centex Homes. As was discussed
at the May 28, 2002 City Council meeting, the revised proposal includes a reduction in the
number of residential dwelling units from 399 to 294. The primary cause of the reduction in
the number of dwelling units is due to the elimination of three of the four 50-unit apartment
buildings. These have been replaced by row townhomes.
The City Council in August of 2001 granted land use approvals to bring the property into
the Urban Service District and to change the land use from Light Industrial and Low
Density Residential to Community Commercial and Medium Density Residential. The
preliminary plat, zone change, and conditional use permit were tabled until an environmental
assessment worksheet could be completed.
Staff requires direction from the City Coundl in regard to whether or not this item should be
removed from the table and sent back to the Planning Commission for review, or if the
Council is willing to act on the revised proposal without Planning Commission
consideration. If the first option is preferred, staff recommends that the City Council remove the three
land-use requests from the table and direct them back to the Planning Commission for consideration.
