Complaints from a Riverplace Resident
Well I live in the RiverPlace neighborhood next to the RC Rotloff site

attended the City meeting and Stephanie said that there are alot of
ordiances
that are not followed by people in the city but the city can't do
anything until
the people complain. So here I go:
There are 2 homes on Queen Street that do not have lawns. I was told
when I
built there I had to have a lawn in less than a year. So I want them to
have the
same rules. How do you plan to make them have a lawn or try to have a
lawn.
Stepahnie said that there is a rule that your grass can not be over 6
inches
high, does that apply to weeds (since that is all they have for a lawn)

house a construction use front porch that is not up to code that looks
like it
__is going to fall down. Is there a ordiance for this?
Also, there are 3 houses on Queen Circle that a beleived to be rentals
Can they ·
do that? I don' think a builder can by some land in a neighborhood and
build
some houses and then rent them out. One house has a for sale sign in the
yard
now. Doesn't the surrounding nieghbors have to sign a petition saying
they don't
mind them being rented? I want to know what the rules are.
Next, is there any ordiance on what you can have in your yard or how
many? Cars,
boats, motorhomes., ect. I was told that you are allowed one more
vehicle than
licenced drivers in your house hold, is this true? Some neighbors have
5-6 cars
or items in there yard/ driveway. Is it legal to park on a side street
day after
day, month after month? We have a nieghbor that does this and uses that
side
road as his personal drive way. It is tacky and a very big I sore.
I want answers on all these items and a response from Stephanie (City
Mayor) so
I know she was notified of this complaint.

Subject: city ordinances
I am not sure who to direct this e-mail to. I live in the Riverplace development. Lately, attention has been drawn
to our neighborhood due to the regrettable incidents of RC Rollof and the inadequate response of the city to them
in the first place.
We have had a number of on going problems with our neighborhood from the start,
we have felt that the city of Elk River has turned a blind eye to us here.
I would like some information on city ordinances and enforcement pertaining to the
following:
*residents who have not put in a lawn since building their homes over 3 years ago
*residents parking numerous vehicles (more than 4) in their driveways, yards, and in
the street. These are vehicles that do not move or are unable to be operated. This
would also include recreational, seasonal vehicles.
*We have heard that three of the newest homes in our neighborhood, located in the
circle, are possibly rental units, is this true?
Is this possible without notifying the neighbors, it will decrease the value of my
home, and seems a conflict with zoning rules.
*One of the residents has decided to use one of the side streets, that currently is a
dead end, for his own private junk parking lot, and seems to have people "camp"
there in a motorhome.
*Is there anything that can be done about the "used car lot" along 185th, it can be
hazardous to drive along there, also it is very dangerous for kids riding their bikes or
walking, with people coming and going looking at vehicles for sale.
My family and myself moved to this area because we thought it would be a quiet,
beautiful community in which to raise our children, but since we have lived here the
area has looked more like a "junk Pile" than a neighborhood.
We have been patient, feeling these were trivial little annoyances, but in talking to a
number of neighbors, we are all very frustrated with the lack of support given our
issues.
Please let me know if there is anything that can be done with these problems.
