Temporary Premises Extension for On-Sale Liquor by Buffalo Wild Wings - for a special
event- "Boxingblatch"on August 24, 2002, 6:00 p.m. to 10:00 p.m.

BACKGROUND
Buffalo Wild Wings is proposing to hold a special event outside of their liquor establishment
in the parking lot. State law allows for special events such as this as long as the area is
compact and contiguous to the license establishment. The area must be fenced, used for
expanded seating, have secure and controlled access and be covered by liquor liability
insurance. The attached proposal from Buffalo Wild Wings indicates that these requirements
will be met during the event. The Chief of Police has also requested that Buffalo Wild Wings
cover the cost of up to five on-duty police officers from the Elk River Police Department
throughout the entire event to assist with any security measures. Buffalo Wild Wings has
agreed to this request.
The event is a "Boxing Match" with professional boxers hired by Buffalo Wild Wings. The
audience will be spectators and there will be no audience participation. An area that is
compact and contiguous to the building will be roped off for the audience and boxers. The
audience will be seated during the event and will be served by employees of Buffalo Wild
Wings. The event will take place from 6 p.m. to 10 p.m. on August 24. A certificate of
insurance has been submitted extending liquor liability coverage to the parking lot for this
event.
ACTION REQUESTED
Council approval or denial of the request for a Temporary On-Sale Liquor Premises
Extension as requested by Buffalo Wild Wings to hold a special Boxing Match event on
August 24.

Buffalo Wild Win~s Boxing Proposal
The event will rake place on Sanuday, August 24, 2002 from 6:00 p.m. until 10:00 p.m. in the parking lot
of Buffalo Wild Wings (?'/II Freeport Avenue). I have received the approval fi-om the landlord of the
building, Madison Marquette (952-852-5200), and thc chief of police for Elk River. We will be required to
carry 5 on-duty officers from the Elk River Police Department throughout the entire event to assist with any
security measures. There will be only 1 enlrancc and exit for the event, which will be the side door of
Bufrado Wild Wings at which point we will be checking peoples' tickets and identification. Temporary
tbncing will be used to enclose the entire area with security at all points to monitor and prevent any
incidences. Buffak~ Wild Wings staffwill be serving the guests of the boxing event and all food and
beverages will be kept in their normal housing inside Buffalo Wild Wings for preparation before serving.
All guests attending the event will be seated in folding chairs except for a row of"standing room only"
behind the last mw. The estimated crowd for this event is about S00. Tim Clark is the promoter t'or the
