Zerwas, Chief of Police July 19, 2002 SUBJECT: Authorization to Purchase new ATV's The Elk River Police Reserves were authorized in 1996 to purchase two (2) four-wheel drive ATV's for use in City parks, for the 4m of July, for the Sherbume County fair and other search and rescue efforts. Initially, the ATV's worked well for our use, however, as time passed the design and degree of easiness of use for new ATV's has evolved. The old ATV's are manual shifting units and not user friendly. We have experienced many problems over the past two (2) years with the current ATV's, which is the main reason for this request In fact, during this year's Sherburne County Fair, both ATV's broke down and the officers were without them. We experienced this same incident at last year's 4m of July event. We are requesting authorization to trade in the two (2) 1996 ATV's for two (2) new ATV's that are automatic shifting. I will bring the quotes that we have received from area ATV dealers on Monday night. If the council authorizes this request, I would recommend using funds from the current police reserve budget. If funds nm short at the end of the year, City Administrator Pat Klaers has indicated a fund transfer from equipment reserves could be done to offset this purchase. Zerwas, Chief of Police July 19, 2002 Authorization to Hire Scanning Company In the 2002 police depa~xent budget, $3300.00 was approved in capitol outlay for the purchase of a Digital Voice Playall system. Early this year, we attempted to purchase this system, however, we found it would have been incomplete and not effective. We have therefore decided to postpone this purchase until 2003 for a complete system. We are requesting authorization to utilize the funds for a different use. We, along with city administration, purchased a LaserFiche Document Scanning System earlier this year. As a result of being short-handed in the clerical area due to an increase of workload, we have been unable to utilize this system. The records area is also at maximum capacity for space. We are requesting authorization to utilize the above-mentioned funds to hire a scanning company to come in and scan a partial amount of records into the LaserFiche system. With the money available, we will be able to scan about 1/7 of our current records. As time permits during the rest of this year, clerical staffwill attempt to scan additional records into the system. In 2003, we hope to hire an additional clerical person who would also assist in completing this project. If you have any questions please call me.
