RE: NAPLES STREET/186TM AVENUE AREA
Dear Council Members:
I recently received a phone call from Miles Knutsen, who lives at the intersection of 186th Avenue and
Naples Street, inquiring as to any assistance that City staff could provide him in revisiting the issue of
extending City utilities and constructing a permanent City street in his neighborhood. Attached is an
exhibit that shows the area in question. For those Council members that may not know the entire
history of this area, the issues concerning it date back approximately twelve years to 1990, initiated by
a petition of some of the neighbors wanting the City to take over their street. Through numerous
informational hearings, feasibility studies, and public hearings, vadous options were looked at,
including extending City utilities into the area. At one point in time, staff even prepared legal
descriptions and easement documents for all the property owners to consider, so that the City could
take over maintenance of the roadway. All of these attempts ended in nothing happening because of
a split between property owners that wanted to see some change and those that wanted to see no
change. There has been little or no activity on this issue since the fall of 1994.
Mr. Knutsen seems to believe that there has been some change in position of the property owners,
and there may be more of a desire to see property improvements and City owned and maintained
streets constructed in the area. I indicated to Mr. Knutsen and Council Member Dietz, who Mr.
Knutsen has also called, that I would prepare this memo and discuss the potential of having another
informational meeting with the neighborhood. As the Council is aware, these same issues are being
discussed relative to Boston and Concord Streets just south of City Hall. Staff could potentially hold
an informational meeting with the Naples Street/186th Avenue neighborhood the same evening to
gage whether or not there is any change in the position of the property owners relative to these
improvements.
Staff is looking for direction from City Council as to whether or not you would like us to proceed with
any action on this request from Mr. Knutsen.
