P17C Groundwater Remediation Project

Proposal - Waste Management (WM) has requested the City of Elk River to consider cost
sharing for the remediation project in the P17C area of the landfill. The P17C area is on the west
side of the landfill near Rice Lake. A plume has been detected in this area and Geomatrix
Consultants, Inc to date has spent approximately $135,000 on investigating the extent of the
contamination. Geomatrix Consultants, Inc has estimated the total cost for P 17C groundwater
remediation to be $135,000. Steve Rohlf and I met with Dave Lucas, Solid Waste Officer,
Sherburne County on August 20, 2002 to discuss the project. The City and County discussed
cost sharing $70,000 (1/2 of the cost ofremediation) of the total estimated cost. The City of Elk
River would cover the initial $35,000 and Sherbume County the remaining $35,000. WM has
incurred $35,000 on the first phase of treatment, so the City's first contribution would be
$17,500. Dave Lucas will be requesting approval for the project from the Sherbume County
Board of Commissioners on either September 10th or 17th.
FINDINGS
· This project demonstrates proper use of landfill abatement money by mitigating for local
risk.
The work being conducted by WM is a voluntary effort to reduce the VOC contaminants
inside the landfill site before they migrate to the property boundaries, potentially
contaminating Rice Lake.
The insitu aerobic treatment (introduction of oxygen to speed up the breakdown process)
of contaminants has been used at other sites. If this does not work, there are other
methods of treatment. The wells developed for the insitu aerobic treatment can be used
for these other treatment methods.
· The City's purpose for regulating is to ensure contamination does not leave the site.
RECOMMENDATION
Staff recommends cost sharing with WM and Sherburne County for the P17C
Groundwater Remediation Project under the following conditions:
1. The City of Elk River pays the initial $35,000, immediately contributing $17,500 for the
first phase.
2. The contribution is to cover the costs of remediation not investigation.
3. If the insitu aerobic treatment does not work, another remedial tactic will be pursued.

Dear Steve:
This letter is sent to respond to the Waste Management (WM) request for cost sharing for expenses
related to the groundwater remediation project in the P17C area of the landfill. The work being
undertaken by WM is a preemptive voluntary effort to reduce the VOC contaminants inside the landfill site
before they migrate to the property boundaries. Documentation of the project scope and costs are
presented in correspondence from Geomatrix Consultants, Inc to Mr. Terry Johnson, WM's project
Hydrogeologist, dated April 12, 2002.
We have worked with WM and their consultants to generate a remedial approach that will involve insitu
aerobic treatment of contaminants where they are observed in their highest concentration on the site.
The groundwater remediation plan has also been designed to include a wide degree of flexibility to enable
hydraulic control, hydraulic capture and in-situ nutrient enhancement if the concentration of contaminants
is not sufficiently reduced with oxygen addition only.
From 1997 to date, WM has spent approximately $135,000 for the work completed in the PC17C area.
Approximately $100,000 of this amount has been spent on investigating the horizontal and vertical extent
of the contamination in the vicinity of the P17C area. Approximately $35,000 has been spent on the first
phase of treatment point installation for the remediation. Two additional phases of the remediation project
would be conducted over the next several years at an estimated cost of an additional $135,000.
In the initial conversations with WM concerning potential cost sharing, the City of Elk River indicated that
it may be willing to provide 50 percent cost sharing associated with the actual remediation cost, up to a
$70,000 total contribution. Qualified costs to date are $35,000. If the City elects to take this course of
action, I would recommend that the City's cost sharing contribution for the first phase of the remediation

Dear Mr. Johnson:
Geomatrix Consultants, Inc. has prepared this letter and attached table to present the scope and
estimated costs for initiating the P17C Groundwater Remediation Project. Components of the
project have been developed with input provided by Waste Management, Inc. and
representatives of the City of Elk River and Sherbume County. Also included is a
contingency plan which includes triggers and remedial alternatives which could be
implemented in the event the current system does not sufficiently remedy the volatile organic
compound (VOC) concentrations in th~ P17C area.
Scope and Estimated Costs
The P17C Groundwater Remediation Project consists of three phases:
· Phase I, the verification of VOC distribution, includes the installation of treatment
points to be utilized for groundwater sampling and treatment. Four 4-inch diameter
wells were installed in January/February 2002. Baseline groundwater sampling and
analysis is scheduled to take place on March 3.
· Phase II, the interim remedial system implementation, will include installing treatment
devices and a monitoring system to assess the effectiveness of the treatment devices.
Data collected as part of Phase II will be used to design the full-scale remedial system.
· Phase 115, includes the implementation of a full-scale remedial system. Phase III is
anticipated to include the installation of six additional treatment points and additional
monitoring points (if needed).
To date, costs incurred from past P17C invesiigations (1997 to 2001) and the installation of
Phase I treatment points amount to approximately $135,000. Estimated costs for conducting
the remaining scope of the groundwater remediation project are detailed in the attached table.
Contingency Plan
The proposed criteria for determining the ineffectiveness of the remedial system will be based
on groundwater quality in monitoring well P309C which is located approximately 60 feet up-

gradient of compliance boundary well P305C. In the event that VOC concentrations are
verified, above Minnesota Department of Health, Health Risk Limits (HRLs) in well P-309C,
the following contingency actions, at a minimum, will be considered:
1)
Hydraulic control to increase the groundwater residence time within the existing treatment
array. The hydraulic control would likely entail extracting groundwater downgradient of
the treatment array and re-injecting groundwater up-gradient of the treatment array.
2)
Additional or alternative in-sim nutrient enhancement. The treatment points can be
utilized for the introduction of additional nutrients or alternate electron acceptors to
enhance microbiological activity capable of reducing VOC concentrations.
3)
Hydraulic capture. The treatment array and existing monitoring wells will allow for
effective groundwater extraction and hydraulic monitoring within the P17C area. Options
for on-site groundwater treatment and disposal would be preferable to off-site disposal.
