SUBJECT: Consider Request for Four-Way Stop at Orono Parkway and
Joplin Street
Councilmember Dietz requested that this item be on the September 16, 2002 agenda for
Council discussion.
On September 9, 2002, staff recommended the installation of a four-way stop at the
Joplin/Orono Parkway intersection because of the belief that the traffic that once was on
Orono Road will now take Orono Parkway and that ultimately the volumes would support
an all-way stop intersection. This public traffic is in addition to the emergency vehicles using
this intersection as the preferred route from the public safety building. An all-way stop
intersection will also make the traffic flow easier and safer for the public coming to city hall
from Highway 10. This Joplin Street south to Orono Parkway route is the preferred access
to city hall and the public safety building and will be the directions that are provided to the
public.

ALL-WAY STOP SIGN INSTALLATION
Dear Council Members:
As you are aware with the initiation of construction on the Public Safety Building, access to the City
Hall/Police Station from the north along Orono Road and Gary Street has been cut off and will remain
unavailable after construction is complete. Therefore, all traffic coming to City Hall/Police Station from
Trunk Highway 10 or from the west must take Joplin Street to Orono Parkway. This will increase the
traffic flowing through that intersection. Also, after the Public Safety Building is completed, there will
be additional emergency vehicle tdps generated by the fire department through the intersection. City
staff has discussed the situation, and the consensus is that an all-way stop sign installation would be
appropriate at the intersection of Joplin Street and Orono Parkway. Currently, only Orono Parkway
has a stop condition.
City staff feels that it would be appropriate to install this all-way stop at the intersection as soon as
possible so that the traveling public is familiar with the intersection being an all-way stop long before
the Public Safety Building is ready for operation. We would recommend that the City Council pass a
motion to have City staff install stop signs on Joplin Avenue at the intersection of Orono Parkway,
making the intersection an all-stop condition.
