Wapiti Park Consumption and Display Permit
REOUEST
Renewal of Consumption and Display Permit (Set-Up License)
APPLICANT
Wapiti Park Campground
BACKGROUND
Wapiti Park Campground is requesting renewal of its Consumption and Display Permit,
which is basically a set-up license. This was originally presented to Council on April 8, 2002.
The Council requested that the item be postponed until the Council has had a chance to
review the police reports of incidents at Wapiti Park during the past year.
Chief of Police Tom Zerwas has a memo attached regarding this information. The owners of
Wapiti have been invited to attend the meeting.
ACTION REQUESTED
Council motion either approving or denying a Consumption and Display Permit for Wapiti
Park Campground.

I have been asked to look into the activity that the police depati~nent has responded to at
Wapiti Park in the past. Wapiti Park has a Consumption/Display permit, which authorizes
them to allow their patrons to bring alcohol to the campground lodge where set-ups are
available.
Since January 1, 2001, we have responded to eighty-six (86) calls for varying reasons. Thirty
(30) of these calls were complaints of domestics, loud parties, disturbing the peace, or other
alcohol related incidents. As indicated in the past, I am concerned about acti~ty at Wapiti
Park generating complaints from residents in the area.
Therefore, I am considering putting the owners of Wapiti Park on notice that should this
conduct continue, the city council will cancel their liquor license that is up on July 1st, 2002.
I am going to have Sandy Peine check with the owners and if possible, have them attend
next Monday's meeting to discuss this issue with the council.
If they do not attend, we can notify them in writing reference the coundl's decision. If you
have any further questions or comments, please see me.

Camping Information and Rules
1. We reserve the right to refuse service to anyone and will not be responsible for accidents
or injuries to our guests, loss of money, jewelry or valuables.
2. Any daily, weekly or extended stay campers not obeying rules and posted speed limits-
will be evicted immediately.
3. No minor consumption allowed.
4. No one under the age of 21 will be allowed to camp unless accompanied with responsible
adult or parent.
5. ABSOLUTELY NO LOUD MUSIC AFTER 11 EM. - YOU WILL BE LEAVING - You will
be ticketed by the police department.
6. Quiet hours are after 11:00 p.m. Check out time for visitors and picnickers is 11:00 p.m.
7. All campers and visitors must register.
8. Barking dogs will not be tolerated - the dog will HAVE TO GO.
9. Leashed pets ONLY. Pets must not be left unattended.
10. Check in time is 12 Noon - if site is available.
11. Check out time is 4 p.m. If site has 4 p.m. reservation - you will have to vacate.
Stay longer - pay another day.
12. Wapiti rates are based on family units (Mom, Dad and minor unmarried children living
at home). Anyone else is considered an extra person - $8.00 each.
13. No fireworks of any kind.
14. Do not leave fires unattended.
15. Laundry facilities are available at the recreational center.
16. Two bathhouses with showers and flushable toilets are available to campers - Please help
us keep them clean.
17. Three nights minimum with a credit card reservation for Memorial Day - July 4th and Labor Day.
Late advance reservations will be held until 11 p.m. the day of designated arrival.
18. Camping and all activities are at campers own risk.
19. Absolutely no chasing any animals.
20. Keep your children with you - We are not your babysitters.
21. Motor vehicle may only be operated by a licensed driver (no mini bikes) or ATV's. No
riding on the outside of vehicles except in pickup trucks.
22. You will be leaving if you do not obey any and all park rules and posted speed signs without
a refund.
At Our Camp There Is
A playground, a well supplied grocery store, volleyball, fishing, horseshoes, hiking, food and
swimming. Bring your own canoes and tubes. Propane - we fill all types of tanks.
Over night camping. We have a security gate which closes at 11:00 p.m. and opens at 4:00 a.m.
Anyone leaving earlier, please leave your car in the outside parking lot. Choice of sites - full
hook-ups: electrical, primitive, picnic tables. Fire Rings at all camp sites.
Near Our Camp Is
18 Hole Golf Course, July 4th Celebration, County Fair, Kelley Farm Museum,
Movie Theater, Freeway Access to the Minnesota Zoo, Valleyfair and the Mall of America.
