MEMORANDUM TO: FROM: DATE: SUBJECT: Mayor and City Council Sandra Peine, City Clerk April 8, 2002 Redistricting Plan for City of Elk River On February 25, 2002 the Council reviewed a proposed redistricting map of the City of Elk River. At that time the City was only looking at the necessity of redistricting it's four wards to more evenly distribute the population. The Council unofficially gave its nod of approval to the proposed plan. Since that time, the courts have adopted the congressional and legislative redistricting plans, which made it necessary for the City to revise the proposed City redistricting plan. The congressional plan placed the City in the 6* Congressional District and did not split Elk River. The legislative redistricting plan, on the other hand, split the City placing Elk River into two different senate dismcts and two different legislative districts. Elk River is now in Senate Districts 16 and 48 and in State Legislative Districts 16B and 48A. Staff has slightly modified the previously proposed City redistricting plan to incorporate the legislative redistricting plan. The chart below shows how the population per ward has changed from 1990 to 2000 and what is currently proposed.Wards two and four ate purposely low in the third colurrm because of anticipated future growth. Precincts are not tied to population size, but they are used to control the number of registered voters per precinct. Precincts can only contain one legislative district, one congressional district, one ward, and one county commissioner district. The chart below shows the population per precinct. The ordinance describes each of the four wards in metes and bounds. This ordinance will be distributed on Monday evening. If the Council wishes to adopt the proposed precinct plan, it must be adopted by resolution. The resolution describes each of the 8 precincts in metes and bounds. Peine, City Clerk RESOLUTION 02- A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION ADOPTING A PRECINCT PLAN FOR THE CITY OF ELK RIVER WHEREAS, precincts are the basic geographical units for organizing and admimstermg elections; and WHEREAS, precinct boundaries are partially designed by the city and partially the result of various requirements in state statutes; and WHEREAS, as a result of the increase in population as determined by the 2000 census, the City of Elk River has redistricted its four wards as indicated by Ordinance 02-03; and WHEREAS, as a result of redistricting by the State of Minnesota, the City has been split by Senate Districts 16 and 48 and by Legislative Districts 16B and 48A; and WHEREAS, due to the increase in population in the City and because of the City being split by State and Legislative Districts, it is necessary to develop a precinct plan for the City of Elk River. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk River does hereby adopt the proposed 8 precincts; Precincts iA, lB, 2A, 2B, 3A, 3B, 4A, and 4B as described on Attachment A. NOW, THEREFORE BE IT FURTHER RESOLVED, that this resolution shall become effective on September 10, 2002, the date of the state primary election according to M.S. 204B.14, subd. 3c.
