Park and Recreation Commission Update
The October Park and Recreation Commission agenda included a presentation by Eagle
Scouts Art Volna and Eric Johnson regarding their project to construct a grilling shed at the
Orono Athletic Complex. They also reviewed preliminary concept master plans for Lion's
Park and accepted the Landfill End Use Plan presented by Waste Management and
URS?BRW.
The Commission voted unanimously to recommend that the Eagle Scouts be reimbursed
$871.10 for materials and supplies that they were unable to obtain funding for. Staff
recommends that the City Council concur with the Commission's recommendation and rdmburse the Eagle
Scouts $871.10, monies to come from the park dedication fund.
Commissioner David Briggs tendered his resignation from the Commission (letter attached).
Staff recommends that the City Council accept Commissioner Briggs' resignation with regrets.

As I mentioned on your business line, my family and I are moving to Grand Marais the
beginning of November '02. Because of this I will be unable to fill out my term on the
Park and Recreation Board. I therefore need to give yourself and the City of Elk River
notice as to my resignation.
My time serving on the board has been very educational, politically enlightening and
gratifying knowing that I was able to listen to citizens and their concerns. I am happy to
have been able, however little, to shape the growth of Elk River toward preserving its
natural resources and provide recreational services.
I thank you for your initial recommendation that helped me serve!
