SUBjECT: Consider Resolution Adopting the 2003 Pay Plan for Non-
Organized Employees and Consideration of 2003 Health
Insurance Contract
At the October 28, 2002, meeting, the City Council discussed the 2003 pay resolution and
the upcoming health insurance contract renewal. As discussed at that meeting, attached is a
revised pay resolution addressing the building inspector pay issue. Building inspectors have
been exempted from Provision 2, of the Pay Ranges section, and a sentence has been added
indicating that they will receive a three percent increase based on their 2002 pay.
As you know I have been working with HealthPartners trying to secure additional plan
options so that our employees have more than one health insurance plan to choose from,
thereby reducing the cost to employees. Last time I spoke to HealthPartners
representatives, they indicated I would have the information early this week. I have not yet
received that information; however, I hope to have it prior to Tuesday's meeting.
Finally, the City Administrator recently formed a Wellness Committee. Attached is a memo
from the committee outlining the goals and recommendations of the committee. One of the
items requested is a discounted registration fee for city employees who register for certain
adult wellness programs offered by the Recreation Department. If the Council agrees with
this recommendation, it should be formally approved by the Council as part of the employee
compensation package.
Action Requested
The City Council is requested to consider the resolution adopting the 2003 pay plan for non-
organized employees.

SUBjECT: Wellness Committee and Compensation Package
Forming the Committee
The Wellness Committee was formed in September after discussions between many city
employees regarding what was currently available to them. We also had a growing number
of city employees participating in adult wellness programs through the Recreation
Department. There seemed to be a desire to have more available and more information
about what was currently available by many employees. At the September department head
staff meeting, it was decided that we should form a committee and look at what we have,
what we could add, and then to make sure that employees know about what's available.
Committee Goals
The committee has met twice and come up with the following objective:
. To educate and promote wellness for city employees.
Our areas of focus are:
. Physical activity
. Nutrition
. Health Management
We have been gathering information from other cities and have been working with our
health insurance carrier to find out what is available to us. We have also purchased a
program from the American Heart Association with covers the following areas:
. Physical Activity; Nutrition, Health, and Weight Management; Stress Management;
Blood Pressure; Smoking Avoidance; Risk Assessments; and more.
We will be offering six hours of paid wellness training during 2003 to take place
approximately every other month. Additionally, we will be adding a variety of activities and
programs for people to take advantage of throughout the year on their own time.
We are also requesting a discount for employees who would like to participate in our
wellness related programs. We feel that this would be a nice addition to the weUness room
available at city hall, which has a great variety of equipment and is more of an independent
activity. The classes would provide group activity opportunities, which some people also
enjoy. I have attached a calendar of our current wellness programs for your review. We are
asking the Council to adopt an employee fee of 50% of the resident rate for all adult wellness
programs offered by the City Recreation Department.

2003 COMPENSATION PLAN
FOR NON-UNION EMPLOYEES
PAY
Pay Ranges
1. All 2002 pay ranges will increase by three percent on January 1, 2003.
2. Any employee, except building inspectors, who is paid at a rate that is higher than
the top of the pay range will receive a 3.0 percent increase, but the base pay used to
calculate subsequent cost ofliving adjustments will increase only 1.5 percent.
Building inspectors and lead building inspectors are exempt from this provision and
will receive a 3.0 percent increase based on their 2002 pay.
3. Waste Water Treatment Operators shall be paid as follows:

Once a license has been obtained, the employee shall immediately move to the
lowest step for that license. The employee may move up one step each July 1 until
the highest step for that license has been reached.
4. Building Permit Technicians must have a Building Permit Technician Certificate in
order to move above Step B of their pay grade.
Step Increases
5. On July 1 all city employees receiving a fully competent rating on their performance
review will move up one step in their pay range.
6. All orientation period employees will receive increases as stated in the offer of
employment letter. If no special provision was outlined in the offer of employment
letter, the orientation period employee shall receive the first step increase no earlier
than six months following date of hire. Part-Time Liquor Clerks may move up one
step after 90 days of employment.
7. Part-Time Liquor Store Clerks will move up one step on their anniversary date
based on competent performance.

8. Part-Time Recreation employees will receive increases on June 1 based on
competent performance.

11. Part-Time Police Reserves are required to serve in both a volunteer and a paid
capacity. Police Reserves shall be paid $11.35 per hour for the hours that are to be
paid as determined by the Police Chief.
12. Part-Time Seasonal and Temporary Recreation employees shall be paid in
accordance with the following schedule.

Overtime for Inventory
13. All non-exempt liquor store employees shall be paid one and one-half times their
regular hourly rate for taking inventory on a Sunday or a holiday.
Holiday Pay
14. Snow plow operators shall be paid double time plus holiday pay for all hours worked
on holidays.
15. Firefighters shall be paid double time for emergency response hours worked on
New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving,
Christmas Eve, and Christmas Day.
On Call Pay
16. Street Department employees shall be paid an additional hour of pay at their regular
rate for each day they are on call during the winter snowplowing season. Any
employee who uses more than three hours of sick or vacation leave or
compensatory time off on a day when the employee was to have been on call will
not be considered on call and will not receive on call pay for that day.
Out of Class Pay
17. Ice Arena Workers Two or Three who operate the ice resurfacer will be paid at the
Ice Arena Worker One rate for the time spent operating the ice resurfacer. Time will
be tracked in quarter hour increments.
INSURANCE BENEFITS
18. All full time employees are eligible for insurance benefits. Part-time employees
scheduled to work 30 or more hours per week are eligible for prorated insurance
benefits. Seasonal and temporary employees are not eligible for insurance benefits.

OTHER
20. The City Council may make adjustments in any section of the Pay Plan at any City
Council meeting for any reason including performance incentives, state or federal
law changes, the Pay Equity law, or any other reason the Council deems appropriate.
21. All police employees who are members of the Law Enforcement Labor Services,
Locals 231 and 271, shall receive compensation and benefits as outlined in the
Master Labor Agreement between the City and the Union and are therefore not
governed by any clauses of this resolution.
