Application to Conduct Annual Off-Site Gambling by Elk River Youth

REQUEST
The Elk River Youth Hockey Association has requested an application to conduct off-site
gambling.

BACKGROUND
The Elk River Youth Hockey Association will be holding a raffle on April 16, 2003. The
event will take place at the Elk River Ice Arena. The Hockey Association already holds a
gambling premises permit to allow gambling at Mitch Miller's Olde Town Tavern. Because
the raffle event will not take place at the location of the Premise Permit, the State requires
that the Council adopt a resolution approving an application for off-site gambling.
ACTION REQUESTED
Council motion adopting the attached resolution approving application for Elk River Youth
Hockey Association to conduct annual off-site gambling.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPROVING APPLICATION TO CONDUCT
ANNUAL OFF-SITE GAMBLING FOR ELK RIVER YOUTH HOCKEY
WHEREAS,
The Elk River Youth Hockey Association has made
application to the State Gambling Control Board for an
application to conduct annual off-site gambling; and,
WHEREAS,
approval of the application would allow the Elk River Youth
Hockey Association to conduct one raffle during the year;
and,
WHEREAS,
the raffle event would be conducted at the Elk River Ice
Arena which is off-site from the licensed Premise Permit site.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River, Minnesota that an application to Conduct Annual Off-Site
Gambling is granted to the Elk River Youth Hockey Association to allow a
raffle to be held on April 16, 2002, at the Elk River Ice Arena.
Passed and adopted this 28th day of October 2002.
