Northstar Corridor Update
At the NCDA meeting held on November 7~h the Authority discussed the results of the
elections and how they will impact funding. The Authority received an update on what is
being done regarding public relations. Recent polls have shown widespread public support
for the Northstar Corridor. Meetings are being held with state legislators to gain support for
the Northstar Corridor.

Regular Meeting Minutes
September 5, 2002
The Northstar Corridor Development Authority met in regular session on September 5, 2002, in the Board
Room at the Sherbume County Government Center, Elk River, Minnesota.
Present were: Tim Yantos, Bill Schreiber, Dan Erhart, Gary Then, Robert Kirchner, Tom Gamec, John
Weaver, Kirsti Marohn, Janice Halvorson, Linda Jungwirth, Scott Harlicker, Mike Rogers, Jim Barton, Dean
Michalko, Luci Botzek, Lona Schreiber, Julie Shortridge, Dartrell Lipscomb, Ken Stevens, Paul McCarron,
Lewis Stark, Arne Engstrom, Terry Nagorski, Bob Johnson, Duane Cekalla, Duane Grandy, John Norgren,
Ewald Petersen, Mike Schadauer, Woody Bissett, Eugene Young, Todd Rapp, John Himle, Jeff Dehler,
David Loch, Peg Aho, Mark Stenglein, and Jean Keely.
l. The meeting was called to order at 4:30 p.m. by Chairperson Paul McCarron.
2. It was the consensus of the Board to approve the agenda of September 5, 2002 as presented.
A motion was made by Duane Cekalla, seconded by Lewis Stark, and carried unanimously to
approve the meeting minutes of July 1, 2002 as presented.
Dartrell Lipscomb gave an update on the Executive Committee/Capital Budget Committee summary
report of the Mn/DOT audit. Mr. Lipscomb noted that the total project cost reported to Mn/DOT
was $6,315,776.82 of which $6,240,364.33 was received from Mn/DOT. Mr. Lipscomb further
noted that of the $75,412.49 adjustment, $27,847.19 will be recovered from consultants and the
remaining $47,565.30 will be an NCDA expense. This expense includes demonstration project
expenses and invoices received after the termination date of the grant agreement between the NCDA
and Mn/DOT.
Tim Yantos gave an update on the allocation of Twin Cities Transitways Funding for fiscal year
2000 $3 million grant application. Mr. Schadauer noted that the Red Rock Corridor will receive $1.6
million and $1.2 million is earmarked for multimodal transportation to look at the Minneapolis hub
which would connect the Northstar Project with the St. Paul hub.
A Mn/DOT progress report on the Northstar Commuter Rail Project was presented by Mike
Schadauer. Mr. Schadauer handed out a timeline and work plan for the remainder of 2002. Mr.
Schadauer noted that the overall project timeline depends on receiving the Environmental Record of
Decision. Mr. Schadauer also noted that Mn/DOT is looking at applying for a $5 million grant for
negotiations with BNSF on all corridors and to do an analysis of the Twin Cities' rail network. Mr.
Schadauer handed out to the members a Benefit Computation which notes that the benefit-cost has
now been computed for the current, more refined definition of the Northstar Corridor Rail Project
and incorporates the remaining capital value of the project in 2020. The resulting cost benefit ratio is
0.84.
Mike Schadauer handed out a capital cost estimate summary of the Northstar Commuter Rail Project
which indicated a total Project cost of $301,937,000. The summary states that the State's share of
the capital costs for the Northstar and Hiawatha projects would be $123.2 million. This amount will
be part of the 2003 Legislative Package brought to the State Legislature in 2003.

A Mn/DOT project report Oll the Northstar Commuter Bus Project was presented by Mike
Schadauer. Mr. Schadauer noted that Mn/DOT is currently planning a big promotion for the
Project's 1st Anniversary. John Norgren asked when a Big Lake bus stop will open for service. Mr.
Schadauer noted that a park and pool lot should be completed by the end of the year in Big Lake.
Mr. Norgren asked why Mn/DOT decided that the Big Lake site would be a park and pool instead of
a bus stop. Mr. Schadauer responded that he does not have an answer to Mr. Norgren's question.
Tom Gamec asked ifa bus stop is planned for the City of Ramsey. Mr. Schadauer responded no.
Tim Yantos noted that according to State Law, the NCDA needs to designate a lobbyist for the
Project. A motion was made by Duane Cekalla, seconded by Mark Stenglein and carried
unanimously to approve the appointment of Mr. Ross Kramer as the NCDA's Designated Lobbyist
for the 2003 Legislative Session.
Lona Schreiber reviewed the Proposed 2003 Legislative Package as presented. The Legislative
Package includes requesting: a dedicated source of funding for rail capital and operating costs; that
the State commit to providing 40% of the capital costs of the Northstar Project ($123.2 million); an
exemption from sales tax on the acquisition of rail rolling stock, construction costs and fuel use din
commuter rail operations; clarification of liability and insurance matters arising in the construction
and operation of commuter rail; and preservation and protection of the regional railroad authorities'
interests and assets, and strengthening of local government's partnership role in corridor
development. A motion was made by Arne Engstrom, seconded by Duane Grandy and carried
unanimously to approve the 2003 legislative package as presented. Ms. Schreiber also gave a
update on federal legislation and handed out a 2002 House of Representatives candidate list which
includes contact infonuation.
John Himle gave an update on public information activities and noted that the supporter database had
grown to about 8,000 people. Mr. Himle also noted that 311,000 households should receive the next
copy of the Northstar newsletter and that 7,000 window clings had been sent out. Jeff Dehler gave
an update on county and State fair activities. Mr. Yantos noted that 40,000 people went through the
LRV demo at the State Fair and visited staff and members working the Northstar booth. Lewis Stark
noted that during his shift at the Fair, less than 2 out of every 8 people he spoke with were opposed
to the Northstar Project.
Tim Yantos led a strategy session to learn more about what is happening along the Corridor and what
members are hearing from area residents/businesses. Mr. Yantos noted that instead of holding the
October NCDA meeting, separate meetings would be set up with members along the Corridor based
on legislative districting. Staffwill be in contact with members to schedule these meetings.

NCDA Contracts for 2003
Attached is the 2003 budget as approved by the NCDA on June 24, 2002. The contracts
as proposed below are consistent with and set forth in the approved budget.
The Executive Committee / Capital Budget Committee is requesting that the NCDA enter
into:
· Amendment No. 3 with Loch & Associates increasing the contract amount by
$25,000 and extending the term of the contract through December 31, 2003;
· Amendment No. 3 with Ken Stevens increasing the contract amount by $30,000 and
extending the term of the contract through December 31, 2003; and
· Amendment No. 3 with Richardson, Richter & Associates, Inc. increasing the
contract amount by $55,000 and extending the term of the contract through
December 31,2003.
· Amendment No. 1 with Himle Horner Incorporated increasing the contract amount by
$350,000 and extending the term through December 31, 2003.
The Executive Committee / Capital Budget Committee is also requesting that the NCDA
enter into contracts with:
· Messerlie & Kramer for an amount not to exceed $35,000 and a term of January 1
through December 31, 2003;
· Capital Partnership for an amount not to exceed $35,000 and a term of January 1
through December 31, 2003; and
· Mulienholz, Brimsek & Belair for an amount not to exceed $30,000 and a term of
January 1 through December 31, 2003.
Action Requested: The Executive Committee recommends that the NCDA approve the
proposed 2003 contracts as shown above and authorize the Chair to finalize
negotiations and execute the contract amendments and contracts.

Subject: Consideration of City of Ramsey Request for Commuter Rail Station
Recommendation:
The CRCCC recommends that M~rDOT evaluate a' Northstar Corridor Cow, muter Rail
Station located in the City of Ramsey between Ramsey Boulevard and Armstrong
Boulevard. Specifically, the CRCCC recommends that Mn/DOT, togett~er with NCDA
staff, review, but not be limited to, the following issues:
· NCDA Station Criteria and results of initial NCDA evaluation and
recommendation
· Impact on distribution ofridership among stations
· System ridership
· Travel times
· Operational impacts
· Capital and operating costs
· Station access
· Property availability
· Timing of implementation
· Transit oriented development potential
Mn/DOT Response:
Mn/DOT concurs that a station in the City of Ramsey should be reevaluated. This
evaluation cannot take place until Mn/DOT has f~anding to bring consultants under
contract for this type of work. That may not be until after the state's share of project
funding is secured. Mn/DOT will evaluate a station in the City of Ramsey based on the
above criteria and more when funding is available.
