REOUEST
Attached is the proposed 2003 fee schedule for Council review. Fees for services are
reviewed by staff and council on an annual basis to ensure that fees charged cover the
services that are provided by the city. The attached fee schedule shows the proposed changes
to the fee schedule. The Council has previously reviewed these changes on October 28,
2002.
Attached is a memo from the Director of Planning relating to land use application fees.

Analysis
The City Council will be reviewing fees their October 28, 2002 meeting. Planning staff surveyed
similar communities regarding land use application fees. These fees include:

· Easement Vacations

· Plats
· Site Plan Reviews
· Subdivision Exemptions
· Variances
· Zone Changes
· Planned Unit Developments
Attached for the Council's review is a summary sheet detailing the various fee amounts. For the
most part, our fees are not "out of line", however, they could afford to be increased slightly
especially in regards to some of the residential applications. Many of the land use application fees
have not been increased in recent years (at least three years). In addition, our escrows appear to be
relatively low in relation to the amounts that we currently bill for engineering and attorney services.
Staff recommends that the City Council consider the following changes regarding land use
application fees:

The Park and Recreation Commission will consider any increase to park dedication fees at their
November meeting. Their recommendation will be forwarded to the City Council in November.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ADOPTING FEES FOR SERVICES FOR 2003
WHEREAS,
fees for services are reviewed annually to ensure that fees are sufficient
to cover services provided by the city; and
WHEREAS,
the Council has reviewed the fees charged for services; and
WHEREAS,
the attached fee schedule reflects the fees that will be charged for
services rendered by the City of Elk River in the year 2003.
NOW, THEREFORE BE IT RESOLVED, that the attached fee schedule is effective
beginning January 1, 2003.
Passed and adopted by the City Council of the City of Elk River this 18th day of November,

CITY OF ELK RIVER
FUEL-GAS PIPING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of any fuel-
gas piping, shall require the payment by the applicant for such permit of fees in the
amount herein provided.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building Inspector be
less than Forty-five Dollars ($45.00).
Basic Fees
(~)
The fees for all fuel-gas piping permits shall be computed on the basis of the number of
fuel-gas appliances. The fee for each appliance so provided for shall, except as
hereinafter otherwise specifically provided, be Six Dollars ($6.00) for each fuel-gas
appliance.
(B)
Where any such permit is issued for roughing-in of fuel-gas lines for future appliances, a
fee of Six Dollars ($6.00) shall be charged for each line or lines.
(c)
In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and future fuel-
gas lines run for appliance, a Six Dollar ($6.00) charge for the main fuel-gas supply in the
building shall be charged.
(D)
For the purpose of this article, a gas appliance shall be taken to mean a furnace, range,
water heater, dryer, fireplace, barbecue, etc.

certain proposed fixtures, which are to be installed or set later, a fee of Eight Dollars
($8.00) shall be charged for each such opening, which fee shall be in addition to the fee
charged for other plumbing work included in the same permit.
(c)
For the purpose of this article, a plumbing fixture shall be taken to mean and include any
sink, laundry tub, bathtub, wash basin, drinking fountain, floor drain, or any other
plumbing device arranged to be connected with the sewer or plumbing system, either
directly or indirectly, and required to be trapped.

SETTING THE SANITARY SEWER USER FEES
FOR 2002 AND 2003
WHEREAS,
the costs for providing sanitary sewer services are to be funded through a
user charge; and,
WHEREAS,
the user charge is to cover ongoing operating expenses and replacement
and expansion expenses; and,
WHEREAS,
sewer rates need to be adjusted to cover increases in operating expenses
due to inflation that is expected in 2002 and 2003.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River
that sanitary sewer user fees be set as follows:
