Analysis
The proposed site is approximately 3 1/2 acres and contains a modified split-entry home
that will contain the salon. The site has few trees and is basically flat. The home salon will
be mn out of the applicant's existing home and will be confined only to the converted

garage. They will be constructing a new detached garage. The area will be separated into
three general areas. The first area will contain the home hair salon services. Within that area
will be items such as a chair, a sink, a hair dryer, a manicure table, a waiting couch, a work
desk, and a hair product display. The second area will be devoted to a toilet area. The third
area will be a hallway/second exit area.
The number of clients expected to be using the salon at any one time will be one. There
may also be a client waiting for their appointment.
The hours of operation, by appointment only, will be Tuesday through Saturday 8:00 a.m. to
8:00 p.m.
Access to the salon will be off of Cleveland Street at the existing driveway. There is
adequate parking space in the existing driveway for clients.
Planning Commission Actions
The only concern that was discussed by both the Planning Commission as well as a resident
was if the use of chemicals posed any contamination concerns, since the home had a septic
system. The Planning Commission asked that the City Engineer comment on the impact of
the chemicals on the system.
Recommendation
Staff and the Planning Commission recommend that the City Council approve the request
for a conditional use for a Home Occupation (Home Hair Salon) with the following
conditions:
1. THE SALON SHALL COMPLY WITH THE BUILDING CODE
REQUIREMENTS.
2. THE APPLICANT SHALL MEET ALL STATE LICENSING
REQUIREMENTS.
3. IF ADDITONAL WORKSTATIONS OR EQUIPMENT ARE TO BE
ADDED, THE APPLICANT SHALL APPLY FOR AN AMENDMENT TO
THE CONDITIONAL USE PERMIT.
4. THE CITY ENGINEER BE ASKED TO COMMENT ON THE IMPACT
OF HAIR SALON CHEMICALS ON SEPTIC SYSTEMS AND THE RISK
OF GROUND WATER CONTAMINATION.

As requested, this correspondence is intended to comment on the conditional use permit request for
Sara Swanson to conduct a home hair salon in her property at 17721 Cleveland Street. That address
is Lot 20, Block 1, Hidden Creek Country Estates Addition. That is an area of the City of Elk River not
serviced by public sanitary sewer and watermain. Therefore, the home has a private well and on-site
septic system. We believe that the quantity of chemicals used in a home-operated hair salon are
relatively small and pose little, if any, environmental hazard. However, we would suggest that
wherever possible, an individual operating a hair salon on a private septic system use environmentally
friendly products when a choice is available. In all cases of individual on-site septic systems, there
should be routine monitoring of the septic tank and drain field and pumping of the septic tank at least
once every three years.
