SUBJECT: Park and Recreation Update
For the month of April, the Commission would like to inform the Council of the following
items:
Elk River Landfill
Work has begun with Waste Management, owners and operators of Elk River Landfill, and
members of Livonia Township Board on developing an end-use plan for when the landfill
closes.
Master Park Plan - Lake Orono Park
The Commission began reviewing Master Plan options for Orono Park. They considered
several alternatives for improvements and amenities at Orono Park during their April
meeting.
Lions Park Center
In order to fully function, the kitchen at Lions Park needs additional equipment, specifically
a stove, a stainless steel island on wheels, and a microwave. Prior to the first event, City
Recreation paid for the existing refrigerator located in the kitchen. The total cost of these
improvements is estimated to be $3,100. There is $6,378.72 in the Park Equipment Reserve
Fund, unexpended funds from previous Lions Club donations. Staff requests that the
Council approve $3,100 of these unexpended funds to complete the Lions Park Center
kitchen. Staff has verified that no other outstanding improvements in Lions Park Center are
required for these monies.

SUBJECT: American Legion Memorial Day Celebration
The American Legion is requesting use of the band shell and access to the bathrooms at
Lions Park Center for the Memorial Day Celebration. The standard fees for these uses
approved by council are $40 for the band shell, $40 for access to Lions Park Center and a
$150 deposit based on the projected 250 people attending. They are requesting these fees be
waived.
We have had other inquiries from non-profit groups requesting that we waive their fees.
While I recommend as staff to waive fees for this event, I would like to advise the council
that this would set precedence for other non-profit groups providing opportunities to our
community to also request their fees be waived. I would also recommend that if the deposit
is waived, we have a paid city staff person on duty to be responsible for Lions Park Center.
This would also allow them to use the front bathrooms and provide some visibility for our
new facility.
