Overview
Background
The applicant is requesting a conditional use permit to amend the Elk Park Center PUD
Agreement to allow a second "Cub" sign over the entrance to their recent addition. In July,
2001 the Council approved a conditional use permit to allow a 20,000 square foot expansion.
Memo to Mayor and City Council/CU 02-05
April 15, 2002
Page 2
That conditional use permit included a limited amount of new signage identifying the new
pharmacy entrance and pharmacy drive-thru. The "Cub" sign over the new entrance was not
included as part of that application nor was it included as part of the original PUD Sign
Agreement.
On March 5th the applicant was issued a sign permit for the pharmacy sign over the new
entrance (71 square feet) and the pharmacy drive-thru sign (119 square feet).
The proposed "Cub" sign is 5 feet high by 11'9" long (58.75 square feet). It will consist of
individual letters mounted on a raceway. For comparison the existing "Cub" sign over the
main entrance is 10 feet high and approximately 230 square feet.
Analysis
Staff has reviewed the request and feels that the additional "Cub" sign would be excessive.
The existing 230 square foot "Cub" sign over the main entrance is sufficient to identify the
store as Cub Foods. The existing pharmacy sign is sufficient to identify the pharmacy and
the pharmacy entrance. There is no change in the building materials that would lead a
customer to believe that the pharmacy in not part of the cub store. None of the other large
retail stores in town with multiple entrances (Home Depot and Coborns) have two store
identification signs, one over each entrance.
Planning Commission Meeting
At the Planning Commission meeting held on March 26th, no one spoke at the public
hearing. The Commission had a brief discussion on the existing signage. Five
Commissioners felt that the existing signage was sufficient and one believed that the
additional sign is needed to provide store identification. The Commission recommended by
a 5:1 vote to recommend denial of this request.
Recommendation
The Planning Commission and staff recommend that the city Council deny the conditional
use permit to allow the "Cub" sign over the new pharmacy entrance based on the following
findings:
1. The existing signage is sufficient to identify the store as Cub Foods.
2. The existing signage is sufficient to identify the pharmacy and the pharmacy
entrance.
