Analysis
Building Expansion
The current City Hall and Police Station, (31,668 square feet), is proposed to be expanded in
order to accommodate Elk River Municipal Utilities and the City Attorney. The Utilities
addition (7,276 square feet) will be located on the northwest side of the building and will
require the removal of the dumpster enclosure as well as electrical transformers. The City
Attorney's expansion (1,863 square feet) will be located on the southwest corner of the
building and will also include a small addition for an expanded Cable Television area. Both
expansions meet the building setback requirements of the Rlc zoning district.
Public Safety Facility
The Public Safety Facility, (43,733 square feet), will include Police, Fire, and the Emergency
Operations Center. There will be basement that will house the EOC, the firing range, and
evidence room. A second story will be constructed as shell space that will allow future
expansion for the Police Department. Located north of the proposed Police Station will be
the Police impound lot, which will be enclosed by a six foot high fence. The Fire Station
will have room for up to six fire vehicles. The building meets the setback requirements of
the Rlc zoning district.
Site Impacts
In order to construct the Public Safety Facility, Orono Road will be removed to the Gary
Street intersection. This will create a common parking area for both facilities. As a result,
the Park and Recreation Commission will be reviewing and evaluating the Orono Park
Master Plan for recommended changes.
Also in conjunction with this project will be the closure and reopening of medians in Orono
Parkway. The berm and landscaped area in the medians will be lowered in order to improve
visibility for vehicles entering or leaving the City Hall Complex.
Parking Requirements
In order to accommodate the buildings, the parking lot will be expanded. Twenty-five
spaces will be located behind the Public Safety Facility, for police and fire staff. In addition,
up to 12 garage spaces for squad cars may be constructed.

The total number of spaces required, based on gross building area is 214 (including
bathrooms, storage, Council Chambers, etc). This does not include the building area of the
fire garage, the EOC, the lower level of the Police Department, or the second level shell.
The number of spaces provided is 251. This includes six garage spaces and 37 spaces within
the impound lot.
Building Elevations
The buildings are proposed to be constructed of brick, rock face block, and E.I.F.S., all in
neutral, earth-toned colors. The existing cedar shake roof will be replaced with standing
seam metal in a complimentary color.
Landscape Plan
A landscape plan has been submitted that exceeds the ordinance requirements. Staff is
working with the Landscape Architect on a plan to reuse and/or relocate many of the
existing trees on the site. Native plant materials such as prairie grasses and flowers are
proposed in many areas to reduce maintenance, the need for irrigation, and the need for
chemicals. The landscape plan is being revised to reflect these changes.
Planning Commission Action
The primary concern of the Planning Commission at there meeting of March 26, 2002 was
traffic. They were concerned with emergency vehicle traffic on Orono Parkway, the distance
to Highway 10 if Orono Road was closed, and the level of traffic that could be supported by
Orono Parkway. The Fire Chief and City Engineer have addressed these issues in their
attached memo(s). Only two residents spoke regarding the proposal, and their concerns also
revolved around traffic, primarily the use of Orono Road by emergency vehicle traveling east
into downtown. Mr. Dilly, however, did express concern about reducing the glare from
lights.

Recommendation
The City Engineer is currently working with the Minnesota Department of Transportation
regarding the appropriateness of condition Five above. Additional information will be
available at the meeting for the Council to consider.
The site plan has been revised to provide the required parking.
In regards to the use of standing seam metal roofing in a residential district, this building
material is becoming more popular in residential applications. The life span of this material
far exceeds that of other roofing materials. Proper color selection will ensure that the roof
will not be obtrusive to the adjacent neighborhood. Staff recommends that the condition
requiring asphalt or cedar shingles be deleted.

I would like to respond to the question of one of the Planning Commission members at
the Tuesday March 26, 2002 meeting, referencing the travel distance on Orono Road
versus Orono Parkway. I traveled both roads, on Wednesday March 27, 2002, from the
proposed exit driveway for the emergency vehicles, as they would enter either Orono
Road or Orono Parkway.
The distance from the exit of the proposed fire station onto Orono Road, then Orono
Road to the Joplin Street four-way stop is .5 of one mile. The distance from the exit of the
proposed fire station onto Orono Parkway, then Orono Parkway to Joplin St, proceeding
on Joplin St to the Joplin St, Orono Road four-way stop is .55 of one mile. The difference
is .05 of 1-mile travel distance.
The question was a valid concern in reference to possible "extra" travel distance because
of the closing of Orono Road. If you have any other questions, please feel free to call me

RE: PROPOSED PUBLIC SAFETY FACILITY
Dear Ms. McPherson:
This correspondence is intended to address some of the transportation issues
associated with the proposed construction of a new public safety facility on the City Hall
site. These are issues that were either raised at the Planning Commission Public
Hearing or discussed by staff at the project review meeting. They are as follows:
1. EMERGENCY VEHICLE ROUTING
As you are aware, the construction of the public safety facility will eliminate Orono
Road from Orono Parkway to the intersection of Orono Road and Gary Street.
Orono Road has always been viewed as temporary and, in fact, is not even a
platted right-of-way, but simply an easement through property owned by the City.
The proposed route for emergency vehicles going to areas other than adjacent to
Main Street would be out onto Orono Parkway, west to Joplin Street and north to
TH 10 to the signalized intersection equipped with emergency vehicle preemption.
Fire Chief Bruce West has measured both this route and the currently available
route of Orono Road north from City Hall to Joplin Street and then to TH 10. He
has reported that the difference in the two routes is less than 1/10th of a mile.
Concern was raised at the public hearing before the Planning Commission
regarding whether or not it would be better for emergency vehicles to be able to
leave the new public safety facility and head north on Orono Road, to Gary Street
to get to TH 10. Staff is extremely concerned about this route because it goes
directly through an active park area with lake usage in the summer and softball
fields during the spring, summer, and fall months. Also, Gary Street at the
intersection of TH 10 is an uncontrolled intersection with relatively poor geometrics
regarding Gary Street and the vertical elevation of the road as it meets TH 10.
2. ORONO PARKWAY CAPACITY
An issue was raised regarding the expansion of the City Hall facilities and the
elimination of Orono Road in view of the traffic it would attract and force to use

Orono Parkway and Joplin Street to Main Street. Current traffic counts taken in
1999 (additional counts are taken every four years and are scheduled for next
year) show a total average daily traffic of 850 vehicles on Orono Parkway. A 2-
lane, divided roadway with minimal turning movements such as Orono Parkway
can easily handle 7,000 to 10,000 vehicles per day before consideration should be
given to turning it into a 4-lane facility. Therefore, based on the relatively minor
volume of traffic currently on Orono Parkway, we see no reason to consider
expanding the number of lanes by narrowing the medians to provide two lanes of
traffic in each direction.
3. INTERSECTION OF ORONO PARKWAY AND JOPLIN STREET
With the elimination of Orono Road through the City Hall site, the intersection of
Orono Parkway and Joplin Street will likely see an increase in traffic. Currently,
that intersection has stop sign control on Orono Parkway with no traffic control for
vehicles traveling on Joplin Street. Consideration should be given to installing a 4-
way stop at this intersection to help facilitate the larger volume of traffic anticipated.
A 4-way stop sign is typically utilized at areas where the volume of traffic on each
road of the intersection is approximately the same. This will likely be the case at
this intersection, with the exception of Orono Parkway to the west, which
essentially serves only the townhouse development and Sandpiper Estates.
4. FIRE STATION WARNING DEVICE
Staff is currently reviewing the options available for warning the motoring public on
Orono Parkway of the presence of the fire station. Signing is the most typically
used type of warning device; however, staff is reviewing with Mn/DOT the
appropriateness of some type of flasher which potentially could be activated when
a fire vehicle is about to exit the building onto Orono Parkway. Staff will present
more information to the City Council on this issue when it becomes available.
5. ORONO PARKWAY IMPROVEMENTS
We are currently working on construction plans and specifications for the
necessary improvements to Orono Parkway. We will be bringing these forward to
the City Council for plan approval and authorization to advertise for bids in the near
future. The proposed improvements consist of closing median openings no longer
needed, creating new median openings to service the new City Hall expansion,
and modifications to the median. Currently, the median area is mounded earth that
is sodded. It is the intent of the plans and specifications to lower the median to the
curb height for the entire width of the median to improve visibility. Together with
this, the street lights will also need to be lowered. This lowering is planned for the
entire length of the median. An irrigation system will be installed. Currently, the
City Hall architects are reviewing plant treatment options for use in the median
area.
