FEASIBILITY STUDY
Dear Council Members:
As directed at a previous City Council meeting, we have prepared a bdef feasibility study
in a letter format, which is attached, for the signalization of the intersection of TH 10 and
Waco Street. As we were directed by the City Council at that meeting, the feasibility
study recommends assessing one-quarter of the anticipated City cost of the signal
system to the three commercially zoned properties in the southeast quadrant of that
intersection.
Since the proposed assessment is essentially a fixed dollar amount, it is proposed to
hold the public hearing and assessment hearing the same night. Attached for the
Council's consideration are three resolutions. The first resolution authorizes the
preparation of the feasibility study for the signalization of the TH l O/Waco Street
intersection. The second resolution receives the feasibility study and orders the public
headng to be held on May 13, 2002. The third resolution determines the cost to be
assessed and orders preparation of the assessment roll. We would recommend
adoption of all three of these resolutions.
If you have any questions regarding the process or the feasibility study, I will be in
attendance at your Apdl 15, 2002, City Council meeting.

A RESOLUTION OF THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE
MATTER OF THE TRUNK HIGHWAY 10ANACO STREET
INTERSECTION SIGNALIZATION IMPROVEMENT OF 2002
WHEREAS
WHEREAS
the City has determined that it should consider improving certain property by
signalizing the intersection of Trunk Highway 10 and Waco Street (the
improvement); and
Council must first secure a preliminary feasibility study in order to consider
making the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
This matter shall be referred to Howard R. Green Company who is requested to provide
to the City Council a report advising, in a preliminary way, whether the proposed
improvement is feasible and whether the improvement should thus be made as
proposed or in connection with some other improvement and the estimated cost of the
improvement as recommended.

AND ORDERING A PUBLIC HEARING ON THE

WHEREAS
WHEREAS
the Feasibility Report ordered by the Council in Resolution 02- has
been prepared with reference to the Trunk Highway 10NVaco Street
Intersection Signalization improvement and was received by the City on
Apdl 15, 2002; and
the Feasibility Report recommends that the proposed improvement is
feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City Council will consider the Trunk Highway 10NVaco Street Intersection
Signalization improvement as described in the Feasibility Report and the
assessment of the property abutting this proposed improvement for all or a
portion of the cost of the improvement pursuant to Minnesota Statutes, Section
429 at an estimated total cost for the improvement of $225,000.
A public hearing shall be held before the City Council on the proposed
improvement on the 13th day of May, 2002, at 6:00 o'clock p.m. at the Elk River
City Hall Council Chambers.
The City Administrator shall provide ten days mailed notice and two weeks
published notice on the headng as required by law.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION DETERMINING ASSESSED COST OF
IMPROVEMENT AND ORDERING PREPARATION OF
PROPOSED ASSESSMENT ROLL IN THE MATTER OF
TRUNK HIGHWAY 10/VVACO STREET INTERSECTION
SIGNALIZATION IMPROVEMENT OF 2002
WHEREAS
costs have been determined for the Trunk Highway 10/Waco Street Intersection
Signalization improvement consisting of a contract price of $225,000 and
expenses incurred or to be incurred by the City in the making of the improvement
in the amount of $25,000, for a total cost of the improvement of $250,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Elk River, Minnesota:
Based upon the City Assessment Policies, it is determined that the portion of this
improvement to be paid by the City and not assessed to benefited properties is
$218,750.
The portion of the cost to be assessed against benefited properties pursuant to the Elk
River City Assessment Policies shall be $31,250.
The assessments shall be payable in equal annual installments and shall extend over a
pedod of ten years, the first of the installments to be payable on or before the first
Monday in January 2003, with interest at the rate of 5.5% per annum from the date of
the adoption of the assessment resolution.
The City Administrator with the assistance of the Project Engineer shall forthwith
calculate the proper amount to be specially assessed for such improvement against
every assessable lot, piece, or parcel of land, without regard to cash valuation, as
provided by law, and shall have available to the City Administrator's office a copy of the
proposed assessment roll for public inspection.
Upon completion of the proposed assessment roll, the City Administrator shall notify the
Council and schedule a public hearing upon the proposed assessment, causing notice of
the headng by publication and mail to be made at least two weeks pdor to the headng.

TH 10/Waco Street Intersection Signalization

I. INTRODUCTION
On April 15, 2002, the Elk River City Council adopted a resolution authorizing
Howard R. Green Company to prepare a feasibility study for the Trunk Highway
(TH) 10/Waco Street Intersection Signalization improvement. The project was
initiated by the City Council due to safety concerns at the intersection relative to
the development of the commercial property in the southeast quadrant of this
intersection.
II. NECESSITY AND COST-EFFECTIVENESS
The improvements proposed in this study are necessary for the safe movement
of vehicular traffic through the intersection of TH 10 and VVaco Street. As the
commercial property in the southeast quadrant of the intersection continues to
develop, more traffic will be generated at this intersection. This project will be bid
in conjunction with two other signal improvements to develop a large enough
project to ensure a competitive bidding process. Therefore, the improvements
will be cost-effective. Based on the traffic volumes currently at the intersection
and anticipated in the future, the proposed improvements are necessary, cost-
effective, and feasible from an engineering standpoint.
III.
PROPOSED IMPROVEMENTS / ESTIMATED COST / PROPOSED
ASSESSMENTS
The proposed improvements for the TH 10/VVaco Street intersection would be full
signalization. With the previous Western Area Phase IV improvements, the
intersection geometrics were all established, anticipating future signalization.
Therefore, this project would simply install the signal system. The signal
installation will be done under an agreement with the Minnesota Department of
Transportation (Mn/DOT). The City of Elk River will be the lead agency in getting
this improvement accomplished. The construction cost plus a small amount of
overhead for the signalization improvement is estimated at $250,000.
The cost will be split evenly between Mn/DOT and the City of Elk River based on
legs entedng the intersection. Mn/DOT has two legs with TH 10 and the City of
Elk River has two legs with Waco Street. Therefore, the City's share of the
construction cost is estimated at $125,000. Dividing the City's share by four, for
the four quadrants of the intersection, the amount to be assessed to the
southeast quadrant is $31,250.
The proposed assessment of $31,250 is recommended to be assessed to Lot 1,
Block 1, on which the Allina Clinic facility is currently operating, Outlot C and
Outlot D of Elk Path Business Park Addition, which are also zoned commercial.
Total acreage of these three lots is 14.36 acres. Simply dividing the cost to be
assessed by the total acreage results in a rate of $2,176.18 per acre. The
following table lists the three properties, their total acreage, and proposed
assessment amount.

PROJECT SCHEDULE
This project has received Mn/DOT initial approval and is ready to proceed at any
given time. It is recommended that the public hearing and assessment hearing
be held on May 13, 2002, and the project proceed to bidding and construction
after that meeting.
CONCLUSION
The total project cost is estimated at $250,000. The project is necessary and
cost-effective. The City's share of this total project cost is $125,000 with the
remainder funded by Mn/DOT. The City's cost will be financed through a
combination of assessments to the benefited properties in the southeast
quadrant of the intersection and Municipal State Aid dollars.
Based on the information gathered and analysis presented, the proposed
improvements discussed in this study are feasible from an engineering
standpoint.
