Consider a request by Wal-Mart for a general planning permit for temporary display of lawn
and garden merchandise outside their garden center.

Overview
Wal-Mart is requesting a general planning permit for temporary display of garden center
merchandise in an area adjacent to the garden center. The area proposed to be utilized for
this is the sidewalk area in front of the garden center and the row of parking spaces on the
west side of the garden center. The area west of the garden center will be for landscaping
materials and the area in front of the garden center will be for riding lawn mowers. About 27

parking spaces will be used for the display of landscaping materials. The display area will be
open during normal business hours and will be in place until July 7, 2002.
Recommendation
It is recommended that the City Council approve Wal-Mart's request for a general planning
permit to allow a temporary display of landscaping material and lawn mowers with the
following conditions:
1. The display areas be maintained free of debris and kept in an orderly condition.
2. The location of the display area be consistent with the submitted site plan.
3. The display area be removed within one week of the end of the sales period and the
site be returned to its previous condition.

The Lawn & Garden season is fast approaching us and we are finalizing our planning
for the up and coming season. Enclosed is a plan I would like to submit to you and the
council for your consideration. Merchandise that we would like to display in the three
hi-lighted areas will be bagged goods & landscaping block to the north of the fenced
Garden Center area. Riding lawn mowers on the walk in front of the fenced area. The
third area would be in the parking lot in front of the fenced Garden Center area, used
for trees & shrubs. The dates that we would like to be able to use the area shown would
be from 4/1 -7/7. Please let me know if there are any problems with what we have
proposed.
