Commissioner Dana Anderson was appointed to serve on the Planning Commission, and Commissioner Lana Huberty was hired by the City Recreation Department. The City has received two applications to fill these vacancies; one from Don Polston-Hork, and the other from James Nystrom. Mr. Nystrom will be unable to attend the March 18th Council Meeting for an interview, but will be at the April 15th Council Meeting. Ms. Hork will be available to be interviewed by the City Council. Staff recommends that Ms. Hork be appointed to serve a three-year term on the Park and Recreation Commission. As Mr. Nystrom is a long-term resident of the City, the Council may wish to appoint Mr. Nystrom to the Commission without an interview. l~emo to the Mayor and City Council/P & R Update March 18, 2002 Page 2 Grace Assembly of God Church Acquisition Staff has been talking with Pastor Kallevig to acquire ten acres of land from the church in order to construct a park in the east Elk River area (see attached location map). The Council may see from the attached correspondence there were a number of itmes placed on the table; the latest is a request to increase the cost of the land's purchase price from $145,000 to $215,000. This is an increase in the per acre price from $14,500 to $20,476 per acre, which is an increase of 30%. The Park and Recreation Commission considered the revised price at its March 13, 2002 meeting and voted unanimously to recommend to the City Council that they consider the revised price and consider acceptance of this proposal in order to acquire the parkland in east Elk River. The Commission has walked the site and found it to be suitable for a park. There is potential for the expansion of the park to the north by adding up to an additional four acres from an adjacent parcel. In addition, trail connections can link this parcel to parks located in Trott Brook and to Hillside City Park. Staff recommends that the City Council accept the revised purchase price and allow staff to enter into a purchase agreement with the church for acquisition of !0.5 acres of park land. I believe that the skills I have obtained through my professional experiences are a good fit within the Park and Recreation Commission's overall function. Specifically I have excellent organizational, research, project management and communication skills. For example while employed at Miracle Ear I served as corporate marketing liaison to the Minneapolis based Franchisee Marketing Co-op group. I worked with this group of local franchisees to coordinate and bring to fi'uition their cooperative marketing efforts. I offered recommendations on the planning of; and project management of; their marketing plans. CIVIC AND COMMUNITY ACTIVITIES: During high school I served on the Youth Commission for the city of Mound, MN. Additionally I have been involved in city government throughout most of my teenage and adult life while supporting my father's efforts in the city of Mound. My father was a council member for 6 years and a Mayor for 2 terms (8 years), for a total of 14 years. My family was very active in our father's political endeavors. ATTENDANCE: Yes, I am aware of the importance of regular meeting attendance including the time commitment involved in preparing for meetings and I do feel I have the time available to be an active participant. City staff, including Patrick Klaers, City Administrator; Lori Johnson, Director of Finance; Terry Maurer, City Engineer, and I reviewed your request on February 21, 2002. We carefull7 evaluated the items delineated in your letter and have come to the conclusion that we cannot meet the items requested in your letter. The City Council authorized staff to enter into negotiations for 10 acres of land at $145,000 ($14,500 per acre). The additional items you have requested in your letter go well beyond the original offer proposed by Pastor Mike Olson. In addition, several items you have requested clearly violate City policy; specifically paying for SAC and WAC fees on behalf of a private entity within the City. We would like to continue negotiations on the following offer: (1) purchase 10.5 acres of land for $145,000 in cash and (2) process the preliminary and final plat at the City's cost. We will adjust the amount of park land line as noted on the attached drawing. The City does not intend to provide access to the park property from Twin Lakes Road, and will provide access to the park from the Royal Oaks Ridge subdivision to the west. If you find that this offer is unacceptable and desire the pursuit other options, we understand this. The City, however, does wish to provide a park for the neighborhood, and hopes that an agreement can be reached for the sale of land. Sunday evening, February 10, the voting members of our church approved the sale of 11.22 acres of our church property to the City of Elk River, remaining church property being 13.2 acres. The church members also agreed that for the sale to be complete, Grace A/G would request the following: 1. That the total cash amount of $145,000.00 be paid to Grace A/G at closing, closing costs to be paid by buyer. 2. That within a 6-month period, a road be installed by the City offofCounty Road 13 on the church side of the property line, located next to the Jordan lhrm, the road continuing up, turning to the right, ending in a parking area on the 11.22 city park acreage. NOTE: The property to build this road will be donated by Grace A/G to the City. The church would have use of this street to access the church parking lot with an "in" driveway and an "out" driveway provided offthe street and a sidewalk fi.om County Road 13 to the park for pedestrian traffic be constructed by the City. Also, the land necessary for a right turn lane onto County Road 13 will be donated by Grace A/G. 3. That the City provide sewer and water (including SAC and WAC fees) to our proposed building site. 4. That Grace A/G will provide to the City a variance for water at no charge, and sewer if needed, to extend facilities from Royal Oaks Ridge through our property to County Road 13, running as close to our property line as possible. 5. That approval of a conditional use permit for the church building be granted to Grace A/G. We believe this is a fair offer and are ready to sign a sate agreement with the City at this time. A video of the church property was shown at this time, with staff describing the amenities of the site. Chair Kuester asked why the church was interested in selling the property. Ms. McPherson explained that this podion of the church property does not lend itself to their needs. Commissioner Dave Anderson stated that he had walked the land some time ago and there was water in the ditch and in the Iow land. Commissioner Dana Anderson stated that he supported acquisition of the property, but he felt that price is the issue. He recalled that the Park and Recreation discussed this property in the past. COMMISSIONER WESTRUM MOVED TO RECOMMEND THAT STAFF PROCEED WITH NEGOTIATIONS WITH GRACE ASSEMBLY OF' GOD CHURCH TO ACQUIRE UP TO TEN ACRES OF PROPERTY FOR PARK LAND. COMMISSIONER DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Commissioner Dave Anderson asked that staff research previous Park and Recreation Commission minutes for the discussion on a trail corridor through this property. 9.B.3. Reauest by Brookstone, Inc. to Waive Park Dedication Fees Michele McPherson explained that Brooksfone, Inc. has requested that the City waive $63,940 in park dedication fees which ore required os port of the final plat for the east Elk River Business Park. The Commissioners discussed this issue and were in favor of collecting all park dedication fees for this plat. Chair Kuester encouraged all Commissioners to attend the June 19m City Council meeting to suppod their position.
